About the Work Unit

Colorado State Patrol's Smuggling, Trafficking, and Interdiction Section (STIS) addresses the issues of smuggling and trafficking in Colorado on our highways and in areas of our state where the potential of human trafficking exists. STIS focuses on criminal interdiction of smuggling humans, drugs, and all other contraband found on our highways. Working with local partners, the team uses its knowledge and training to reduce the amount of illegal drugs, weapons, and even fraudulent documents being brought into Colorado. They actively work to locate criminal organizations smuggling humans across the borders of Colorado as well as across the nation.

About the Job

This position exists to evaluate, interpret, and analyze criminal intelligence information related to criminal activity, which includes applying the principles and theories relating to criminal intelligence analysis and investigations. Develop and publish intelligence products to local, state, and federal agencies on criminal interdiction seizures on local state highways and interstates. Provide information to help identify possible suspects, their whereabouts, and criminal activity to STIS Troopers, K9 handlers, and other law enforcement personnel on a local, state, or federal level. Interpret policy pertaining to criminal intelligence and ensure policies are not violated. Compile, compare, evaluate, and synthesize data into intelligence products to assist in the development of operational, tactical, and strategic actions and or planning pertaining to CSP criminal interdiction seizures. Develops and maintains a criminal database to include data pertaining to goals, objectives, and measurables for reporting to RMHIDTA on all statewide criminal interdiction cases. Develops and maintains the Criminal Interdiction database for future prosecution on cases and tracks seizure load types and amounts. This position serves all CSP Troopers with investigative assistance with criminal cases when requested.

Key Responsibilities

Intelligence Analysis

Evaluates, interprets, and analyzes criminal intelligence information related to criminal activity, which includes applying the principles and theories relating to criminal intelligence analysis and investigations. Develops and publishes intelligence products to local, state, and federal agencies on criminal interdiction seizures on local state highways and interstates. Provides information on and helps to identify possible suspects, their whereabouts, and criminal activity to STIS Troopers, K9 handlers, and other law enforcement personnel on a local, state, or federal level. Interprets policy pertaining to criminal intelligence and ensures policies are not violated. Compiles, compares, evaluates, and synthesizes data into intelligence products to assist in the development of operational, tactical, and strategic actions and or planning pertaining to CSP criminal interdiction seizures and auto theft. Researches, collects, interprets, and evaluates investigative reports related to criminal / intelligence gathering for the Colorado State Patrol, federal, state, and local law enforcement agencies. Interpret and advise law enforcement personnel on local, state, and federal levels in the assessment and appropriate disposition of criminal activity, arrest, intelligence, and fugitive reports.

Criminal Database Administration

Develops and maintains a criminal database to include data pertaining to goals, objectives, and measurables for reporting to the STIS database for all statewide criminal interdiction seizures. Develops and maintains the Criminal Interdiction database for future prosecution on cases and tracks seizure load types and amounts. Completes audits of databases to ensure checks and balances. Ensures RMHIDTA forms are turned in utilizing the database checks and balances criteria. Develops, analyzes, interprets, and reports on data from cases filed for STIS and the Criminal Interdiction Branch (CIB). Authors a monthly bulletin. The CSP STIS CI Bulletin is distributed to all external partner agencies and all members of the Colorado State Patrol. Authors RMHIDTA monthly report. All other external agency requests for statistical data and the development of reports are taken on a case-by-case basis. Audits criminal database to ensure accuracy and intelligence reports to be housed in a secure place. Conducts tactical duties for STIS Troopers and K9s to include full law enforcement workups, cell phone analysis, charting, and obtaining information from law enforcement databases or leads on cases. Assists section in improving processes to promote efficiency with the development of custom databases housed in Google Docs shared drive for access by all section members for reporting. Ensures accuracy with reporting by auditing the section's databases monthly.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS

A combination of related education and / or relevant full-time professional experience in data analysis and / or GIS mapping equal to six (6) years.

Bachelor's degree from an accredited institution in criminal justice, computer science, criminology, statistics, business, GIS or other related field AND two years of professional experience in data analysis and / or GIS mapping.

SUBSTITUTIONS

  • Additional appropriate education will substitute for the required experience on a year-for-year basis.
  • PREFERRED QUALIFICATIONS

  • Experience in GIS mapping
  • Experience in research methodology and statistics in a law enforcement capacity
  • Fluency with relational databases and spreadsheet applications
  • Experience with Computer Aided Dispatch (CAD), records management systems, and analytical reporting software
  • WORK ENVIRONMENT

  • Primary work will be in the office, with a potential for a flexible work arrangement with a combination of in-office workdays and remote work.
  • CONDITIONS OF EMPLOYMENT

  • Must be a Colorado resident at the time of application.
  • Must have a valid Colorado Driver's license. This position is required to travel locally and statewide for meetings, operations, instructing trainings and attending trainings.
