DEFINITION

Working under the guidance of the Director of Economic Development, the Family Asset Building Program Manager will play a key role in shaping the design and implementation of MAAC’s financial capability and asset building programming. The Family Asset Building Program Manager oversees the daily operations of one or more wealth-building programs, including but not limited to zero-interest social loans, financial education, homeownership education, Volunteer Income Tax Assistance (VITA) services, rental assistance, and clean vehicle financing. The Family Asset Building Program Manager is also responsible for supporting program participants in achieving their financial goals which could include purchasing real estate or vehicles, preventing eviction, establishing and / or repairing credit, and increasing savings. Will supervise staff and / or groups of volunteers.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Program Design and Management

Provide feedback on program development and design to ensure that MAAC’s participants have a high-quality experience that furthers their pathway to self-sufficiency.

Provide recommendations for program improvements that enable continuous improvement and improve service delivery

Plan and coordinate the logistics of day-to-day program implementation and operations.

Assist with establishing controls and procedural guides to document, monitor, and evaluate the status of projects or program activities in progress.

Plan and / or arrange program specific work schedules for staff and volunteers; may oversee a small staff or group of volunteers.

Participate in evaluating and resolving conflicts and disciplinary problems, as necessary.

Assist in establishing and implementing goals, objectives, and strategic plans.

Financial Coaching and Other Direct Services

Develop and deliver instruction to individuals or small groups on homeownership, vehicle ownership, prevention, and personal finance through workshops, training curriculum, and one-on-one coaching sessions

Lead program participant outreach, recruitment, selection, and assessment efforts

Write and / or modify curriculum on homeownership, vehicle ownership, eviction prevention, and personal finance for use in workshops, trainings, and one-on-one coaching sessions

Work with participants to develop action plans, budgets, and savings plans and repair credit as appropriate.

Coordinate new and existing services with community agencies to supply resources for program participants; refer participants to internal and community resources based on need.

Prepare and maintain records and case files (electronic and paper), documenting participants’ personal and eligibility information, services provided, and financial / asset building outcomes.

Compliance and Performance Tracking

Ensure all program goals and funding source requirements are met and are in compliance with governing laws

Evaluate the effectiveness of program activities and recommend modifications to processes and procedures

Prepare, review and / or submit narrative and statistical reports on program performance, activities, and results

Work in partnership with the Learning & Evaluation Team to ensure clean data collection and alignment with program goals and objectives.

Assist in preparing, reviewing, and submitting required reports and other documents, ensuring compliance with program funding requirements.

Maintain familiarity with local data and statistics regarding the housing industry, financial literacy, fraud, and other policies and practices that can affect long-term self-sufficiency.

Partnership Cultivation

Attend various meetings and make presentations, as appropriate.

Understand, apply, and communicate to external partners the requirements and guidelines for programs.

Establish and maintain effective working relationships with lenders, real estate agents, other relevant industry partners, and collaborative groups to enhance program offerings and strengthen MAAC’s regional representation in family asset-building.

Perform other related duties as assigned.

QUALIFICATIONS AND SKILLS

Knowledge of :

Theory, principles, practices and techniques of training and instruction, particularly as related to adult development.

Methods and techniques for conducting needs assessments and designing individual development plans,

Administrative principles and methods, including goal setting, program development and implementation.

Principles and practices of business communication.

Ability to :

Present proposals and recommendations clearly, logically, and persuasively.

Prepare clear, concise, and accurate reports, correspondence, analytical studies, and other written materials .

Interpret MAAC policies and procedures and applicable local, state, and federal legislation.

Analyze complex problems, evaluate alternatives, and make sound appropriate recommendations.

Exercise sound independent judgement and initiative within established guidelines.

Establish and maintain highly effective working relationships with managers, supervisors, employees, labor representatives and others encountered in the course of work.

EDUCATION / EXPERIENCE / CERTIFICATION

Bachelor’s degree in business administration, finance or accounting, social science, sociology, cultural studies, or related field preferred and / or four (4) years’ experience developing and administering financial education and / or asset building programs.

Non-profit or government agency experience strongly preferred

HEALTH STATUS

Must have a physical examination, TB clearance and a drug screen by a doctor / clinic designated by MAAC as well as immunization records for influenza

Specific vision abilities required by this job include close vision, distance vision, depth perception, color vision and the ability to adjust focus.

Mental Demands

While performing the duties of this class, the employee is regularly required to use written and oral communication skills; read and interpret information; analyze and solve problems; observe and interpret people and situations; use basic math; learn and apply new information or skills; work under intensive deadlines and interact with MAAC management, administrators, staff, teachers, parents, family members, children and others encountered in the course of work.

BACKGROUND CLEARANCE

All positions are subject to a background / education check, DMV check, NSOR, exclusion and debarment checks prior to hire and periodically throughout employment as required by various funding sources.

Note : California Start law requires background criminal checks on anyone who works in a licensed childcare facility who is not a client. Must have or obtain a current criminal background check clearance, signed criminal record statement, and signed Acknowledgement to Report Child Abuse form prior to the first day of employment.

TRANSPORTATION

Must have and maintain a valid California Driver’s License, daily use of a personal, insured vehicle, and have and maintain a motor vehicle driving record acceptable to MAAC’s insurance carrier. Incumbents will be enrolled in the California DMV Pull Program.
