Aviation Regulatory Compliance, Lead

CACI is seeking an experienced Aviation Regulatory Compliance Lead to serve as CACI's senior aviation regulatory compliance subject matter expert responsible for ensuring contractor-operated and contractor-supported aviation activities comply with applicable Federal Aviation Administration (FAA), Department of Defense (DoD), International Civil Aviation Organization (ICAO), host nation, and Combatant Command regulatory requirements throughout the Indo-Pacific theater. The Aviation Regulatory Compliance Lead provides technical expertise supporting aviation operations associated with logistics platform solutions, air transportation, deployment and distribution services, aerial resupply, operational experimentation, and expeditionary aviation missions. The position ensures aviation operations are conducted safely, legally, and in accordance with established regulatory, contractual, and operational standards. Working closely with SOCPAC, Service Components, commercial aviation providers, host nation aviation authorities, and mission partners, the Aviation Regulatory Compliance Lead evaluates aviation compliance requirements supporting fixed-wing, rotary-wing, and unmanned aviation operations while identifying practical solutions that enable mission success across permissive, contested, and denied operational environments. The Aviation Regulatory Compliance Lead supports multiple Task Delivery Orders by providing technical oversight during operational planning, aviation mission development, platform integration, contractor aviation oversight, airfield assessments, and operational readiness activities. The position ensures aviation compliance requirements are fully integrated throughout planning, execution, sustainment, and operational support activities.

Responsibilities:

  • Serve as the senior aviation regulatory compliance advisor supporting aviation operations.
  • Ensure compliance with FAA, DoD, ICAO, Combatant Command, and host nation aviation regulations.
  • Interpret aviation policies, regulatory guidance, and contractual requirements supporting operational execution.
  • Monitor aviation compliance across multiple operational locations throughout the Indo-Pacific.
  • Recommend corrective actions to resolve aviation compliance deficiencies and operational risks.
  • Support aviation logistics operations, deployment and distribution missions, and aerial sustainment activities.
  • Provide regulatory guidance supporting fixed-wing, rotary-wing, and unmanned aircraft operations.
  • Support contractor-operated aviation platforms conducting passenger, cargo, and special mission operations.
  • Coordinate aviation compliance activities supporting distributed logistics and expeditionary operations.
  • Evaluate operational concepts to ensure aviation regulatory compliance is maintained throughout mission execution.
  • Support operational assessments of airfields, expeditionary landing zones, and aviation support facilities.
  • Evaluate airfield capabilities supporting logistics and contingency operations.
  • Coordinate aviation compliance considerations during airfield activation, expansion, and sustainment.
  • Support aviation facility planning and operational readiness initiatives.
  • Assess aviation infrastructure supporting contractor and Government aviation operations.
  • Identify aviation regulatory risks associated with operational missions and recommend mitigation strategies.
  • Support aviation safety management programs and operational risk assessments.
  • Participate in mishap prevention, incident investigations, and corrective action reviews when required.
  • Ensure aviation activities support mission objectives while maintaining regulatory compliance and operational safety.
  • Promote continuous improvement in aviation compliance and operational excellence.
  • Support aviation planning activities for OPLANs, CONPLANs, Theater Campaign Plans, exercises, and contingency operations.
  • Coordinate aviation regulatory requirements with SOCPAC, Service Components, coalition partners, and host nation aviation authorities.
  • Participate in mission planning teams supporting logistics, humanitarian assistance, crisis response, and operational experimentation.
  • Support integration of commercial aviation capabilities into operational logistics networks.
  • Advise operational leadership regarding aviation regulatory impacts on mission planning and execution.
  • Review contractor aviation procedures, operating practices, and compliance documentation.
  • Support evaluation of aviation subcontractor qualifications, certifications, and operational capabilities.
  • Develop aviation compliance procedures, technical guidance, and standard operating procedures.
  • Prepare technical reports, regulatory assessments, and executive briefings supporting Government leadership.
  • Maintain aviation compliance records supporting contractual and regulatory requirements.
  • Provide aviation regulatory compliance training and technical guidance to program personnel.
  • Support internal compliance reviews, audits, and quality assurance activities.
  • Monitor regulatory changes affecting aviation operations and recommend program updates.
  • Promote best practices supporting aviation compliance, operational readiness, and mission assurance.
  • Contribute to continuous improvement initiatives enhancing aviation support capabilities.

Qualifications: Required:

  • Active TS clearance with SCI eligibility
  • Bachelor's degree in aviation management, Aeronautical Engineering, Aerospace Engineering, Aviation Safety, Aviation Operations, Business Administration, or a related discipline.
  • Relevant military aviation or Government aviation regulatory experience may be substituted for formal education requirements.
  • Minimum 8 years supporting aviation operations, aviation regulatory compliance, aviation safety, or aviation program management.
  • Minimum 5 years supporting DoD, Federal, commercial, or military aviation organizations.
  • Experience supporting contractor-operated aviation services or Government aviation programs.
  • Experience interpreting FAA regulations, ICAO standards, DoD aviation policies, and host nation aviation requirements.
  • Experience supporting aviation logistics, deployment and distribution, or expeditionary aviation operations.
  • Experience conducting aviation compliance inspections, audits, and operational assessments.
  • Demonstrated ability to prepare technical reports and brief senior Government and military leadership.
  • Experience supporting geographically dispersed aviation operations.

Desired:

  • Master's degree in aviation management, Aerospace Engineering, Aviation Safety, Business Administration, National Security Studies, or related discipline.
  • frame & Powerplant (A&P) Certificate, FAA Commercial Pilot Certificate, Air Transport Pilot (ATP), or equivalent military aviation qualifications.
  • Certified Aviation Manager (CAM), Certified Safety Professional (CSP), Aviation Safety certification, or equivalent professional credential.
  • Experience supporting SOCPAC, USSOCOM, INDOPACOM, PACAF, USARPAC, Special Operations Aviation, or Geographic Combatant Commands.
  • Experience supporting contractor logistics support (CLS), commercial airlift, expeditionary aviation, or contingency aviation operations.
  • Familiarity with FAA Parts 91, 121, 125, 133, 135, and 137, ICAO Annexes, DoD 4500-series transportation guidance, AFMAN aviation guidance, and applicable host nation aviation regulations.
  • Experience utilizing aviation management systems, Safety Management Systems (SMS), Microsoft 365, SharePoint, Power BI, or aviation mission planning software.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
