Main Purpose of Job
The main purpose of the Agency Budget Specialist Trainee position encompasses the preparation, presentation, and execution of agency budgets and grant budgets in alignment with MDH guidelines under the direction of the Administrator. In addition to these responsibilities, the role integrates Medical Biller and Account Receivable duties to ensure efficient financial management within the organization.Specifically, this position involves compiling data, estimating costs and revenue, and monitoring budgets to ensure fiscal responsibility. By evaluating current and prior fiscal year expenses and revenue, the position facilitates the preparation of expenditure and revenue projections for senior management. These projections are vital for departmental and agency planning purposes. Moreover, this position is designated as emergency essential, underscoring its critical role in maintaining financial stability even during challenging circumstances.This position supports the mission of Talbot County Health Department, which is to promote and improve the health and safety of Talbot County residents, through support of programs that provide assessment, educational activities, and care coordination.
MINIMUM QUALIFICATIONS
Experience : Four years of experience in budgetpreparation, presentation and execution. Notes : 1. Candidates maysubstitute the possession of a Bachelor’s degree from an accredited college or university for therequired experience. 2. Candidates maysubstitute Armed Forces military service experience as a commissionedofficer in the Budget Officer classifications or Financial Management specialtycodes in the Budgeting field of work on a year-for-year basis for the requiredexperience.
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess the following : - Experience with medical billing - Experience with examining and uploading financial data into a financial management information system (FMIS)
