This position serves as part of the Arizona State Hospital. Under the general direction of the Division Finance Manager (DFM) this position provides budgetary and financial expertise, leadership, and oversight on all budget matters for the division and programs in which it is assigned. The position directs all budgetary activity for the division it supports and provides leadership to indirect subordinate Budget and Financial Analysts. This position may act as the DFM during absences and will share the responsibilities for the planning, directing, and execution of the budgetary services for the Agency.
The position provides leadership and oversight on all budgetary and financial matters for its assigned division / programs including development of program, bureau, and division budgets; forecasting revenues and expenditures; compiling monthly budget reports; monitoring financial activities including revenues, expenditures, appropriations, budgets, obligations, and contractual activities; conducting monthly budget meetings with Assistant Directors and / or Bureau Chiefs; ensuring fiscal and budgetary accountability; ensuring compliance with all applicable federal and state laws, regulations, rules, and policies; supporting and enhancing the Agency's Continuous Quality Improvement (CQI) initiatives; strategic planning; and leading indirect subordinate staff. This position will : work with leadership and indirect reports to educate, empower, and build succession plans mitigating risk to the agency while building skill sets that will provide opportunities for growth and advancement; develop, review, and evaluate budget policies and procedures; plan, organize, and execute internal controls / reconciliations; review and analyze new or proposed legislation to determine fiscal and organizational impact; research, analyze, evaluate and makes recommendations involving complex budget and financial management issues; complex agency wide technology project fiscal analysis; and ensure established standards of continuous quality improvement as well as Agency policies and procedures are met.
This position will also assist in coordination of the development and submission of the Agency's proposed annual budget to the Joint Legislative Budget Committee (JLBC) and Office of Strategic Planning and Budget (OSPB). Responsibilities include : development of supplemental budget submissions and decision packages; evaluation of potential legislative changes. As technology changes this position will be required to learn and adapt to new software related to data reporting and dashboards.
Job Duties :
Develops strategic financial plans and provides highly complex technical assistance regarding financial matters and systems to key programmatic staff and various levels of leadership throughout the year.
Provides leadership, mentoring, coaching, guidance and training to subordinate staff
Manage and oversee reconciliations of accounts, general ledgers, and ad-hoc analysis, recommend cost allocation methodologies, and identify cost-savings and revenue maximization opportunities
Monitoring financial activities including revenues, expenditures, appropriations, budgets, obligations and contractual activities
Ensure compliance with the Arizona State Accounting Manual, Generally Accepted Accounting Principles, and any and all applicable State and Federal Regulations. Identify potential internal control weakness, and recommend / implement potential solutions.
Recommend and implement process improvements within the Budget area to further improve the quality and timeliness of services. Continually review fiscal controls along with accounting policies and standard work to ensure accuracy.
Identify, research, review, analyze and establish possible impacts of proposed / pending federal and State legislation, policy changes, or funding modifications for assigned areas.
Assist in coordination of the development and submission of the Agency's proposed annual budget and completion of complex agency wide technology project fiscal analysis.

Selective Preference(s) :
The ideal candidate will have :
Bachelor's degree in Accounting, Finance, or related field and 5 years of experience in developing and monitoring budgets, revenue and expenditure forecasts, governmental accounting, and extensive experience using spreadsheet and database systems.
Master's degree may substitute for one or two years of required experience.
Pre-Employment Requirements :
Requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any
required driver training (See Arizona Administrative Code ).

Retirement :
To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit. The State will make a contribution to the ASRS in an amount equal to your contribution. In other words, you and the State will each pay 50% of the total cost of the benefit.
