Job description

The City of New Albany is seeking to hire a full-time Building Inspector. The Building Inspector is responsible for reviewing plans, conducting field inspections, and initiating administrative enforcement actions to ensure compliance with applicable Federal, State and Local Codes and Ordinances.

S PECIFIC DUTIES AND RESPONSIBILITIES

  • Conducts field inspections of construction activity for residential, multi-family, commercial and industrial buildings to determine compliance with appropriate codes, ordinances and regulations.
  • Correctly interpret building codes, ordinances and other related regulations.
  • Respond to complaints, document investigation activates, and initiate enforcement actions, including legal case preparation.
  • Perform inspections of residential and commercial structures being constructed to insure that they meet building code standards.
  • Communicate and meet as needed with the Fire Marshall and inspect structures as necessary.
  • Participate in court to testify as an expert witness as requested.
  • Meet with contractors, architects and property owners to discuss and / or alleviate violations.
  • Provide code and regulation information when requested by the general public, permit applicants, agencies or other departments.
  • Monitor construction sites for posting of requisite permits and enforces non-compliance. Typical inspection types are footing and foundations, framing and final inspection including all phases of electrical, plumbing, and heating / cooling activities and posting of requisite permits.
  • Inform Building Commissioner of any problems / violations encountered. Note any problems on the inspection report. Work to resolve problems in conjunction with Building Commissioner as needed.
  • Investigate owner or citizen complaints. Determine if building code violation exists and take necessary steps to correct the violation and inform complainant of the findings.
  • Keep abreast of changes in building codes and regulations and construction techniques. Attend classes for the purposes of attaining various building certifications.
  • Receives initial contact with customer representing the City in a positive manner. Forwards calls and takes messages, enter data into computer or paper log sheets.
  • Explain the application process to builders and / or homeowners for residential and commercial building permits. Other permits may include but is not limited to accessory building, foundation, remodeling, demolition, etc.
  • Inform the applicant of the fees and procedures involved to obtain a specific permit.
  • Receive, process and thoroughly review the application and plans to ensure the submittals are complete with project information, signature and required plans.
  • Reject incomplete applications and plans. Note to applicant the information to complete the process.
  • Calculate and indicate the required fees on the application.
  • Using a computerized system, enter various data regarding applications, approvals, inspections and violations etc.
  • Maintain files of Building Permits, Elevation Certificates, Certificates of Occupancy, addresses (upon assignment), Final plats, project plans, maps, etc.
  • Forwards appropriate plans, applications, etc. to other City departments as needed.
  • Meet with or receive calls from builders and / or homeowners providing interpretation of various codes.
  • Record inspection requests. Schedule inspection requests to meet the policies and procedures of the building department.
  • Other duties as assigned by the Building Commissioner

  • WORKING ENVIRONMENT AND CONDITIONS

  • Works both in the office and in the field where frequent exposure to various weather conditions and physical hazards associated with construction sites and other inspection areas are to be expected.
  • EDUCATION, EXPERIENCE AND TRAINING

  • Minimum of high school diploma required; some college preferred.
  • ICC Certification.
  • Demonstrated experience or knowledge of construction, land development, and property maintenance
  • Knowledge of applicable Federal, State and Local Codes and ordinances.
  • Valid driver's license.
  • Experience in Microsoft Office products, specifically Word, Excel, and Outlook required.
