Job description

Job Summary

Starting wage is $50.39 / hour. Starting wage is 90% of base wage until completion of probation.

This position is primarily responsible for performing maintenance and repair on the Port's railroad system, which includes the day-to-day maintenance, repairs, inspections and rebuilds. Other duties include routine building and grounds maintenance.

Essential Functions

  • Performing inspections of the track, track bed, and track right-of-way and report safety concerns, defects, and other problems.
  • Removing and replacing railroad ties, pulling and driving spikes, shoveling rock ballast, loading and unloading equipment and material.
  • Maintenance and repair of railroad track systems, using hand tools and power equipment.
  • Grading roadways using heavy equipment.
  • Construction and repair of asphalt surfaces.
  • Performs grounds maintenance including landscaping with rock, timbers, plants, and automatic sprinkler controls; planting, care, and pruning of all type of trees and shrubs; planting, fertilizing, watering, and mowing of lawns; weeding, application, and spraying of herbicide and pesticide to assist the control of various plants, insects, snails, and diseases. May be performed on rail tracks.
  • Moves concrete barriers, ecology blocks, and jersey barriers using a variety of large equipment.
  • Works in a supporting role with Journey Level personnel in the areas of carpentry, HVAC, painting, electrical, and plumbing.
  • Enters work order data on computers and on handwritten work orders.
  • Assists with estimates for labor and materials and researching parts.
  • Operates a variety of equipment and hand tools including, but not limited to : spike maul, sledge hammer, air / gas powered wrenches, jack hammer, rail drill, portable abrasive rail saws, electric arc welder, oxy acetylene torch, lawn equipment, pickup truck, dump truck, forklift, rail operated tie tamper, rail operated ballast regulator, backhoe, loader, dozer, roller, excavator, other general maintenance tools, computer, telephone, cell phone, and hand held two-way radio.

Required Education and Experience

  • High school diploma, GED, or equivalent is required. Formal education (including trade school) beyond high school is preferred.
  • Minimum of three (3) years experience in grounds keeping, general maintenance, and repair of railroad tracks or equivalent or a combination to meet this requirement.
  • Must obtain First Aid / CPR certification within 60 days.
  • Possess (or obtain within 30 days) and maintain a valid Washington State Drivers license and / or CDL to operate Port vehicles and equipment.
  • Possession of a Public Pesticide Operator’s license or the ability to acquire one within 90 days.
  • Railroad welding experience highly preferred.
  • Additional experience in routine building and grounds maintenance is highly preferred.
  • Additional Requirements

  • Must be willing to work any shift, including overtime.
  • Responsibilities may include walking, climbing, bending, crouching, and being exposed to various outside noise, heights, and weather conditions.
  • Must be able to lift up to75 pounds.
  • Must have general knowledge of applicable safety rules and regulations and regulatory agencies.
  • Knowledge of and the ability to perform the standard practices using materials, methods, and tools.
  • Knowledge of raising, caring for, and propagating plants, flowers, shrubs, and lawns. Including fertilizers, soils, and methods.
  • Knowledge of methods to control plant disease and insects / pests.
  • Knowledge of landscaping and floral design.
  • Knowledge of railroad track structure, troubleshooting, maintenance and repair, FRA regulations, and the ability to formulate a comprehensive causal assessment report.
  • Must have the ability to read and accurately comprehend manuals, specifications, memorandums, regulations, and policies pertaining to job responsibilities and employment requirements.
  • Must be able to assist in estimating job costs and timelines.
  • Must be attentive to learning new methods and equipment that will improve and enhance a safe working environment, expedite job completion, and promote efficiency.
  • Must be able to communicate effectively, both verbally and in writing, and have a communication style that builds positive customer relations, consistently treating others with respect.
  • Must have the ability to follow instructions and work independently, be punctual, have good attendance, and be physically capable of performing the work.

Candidate must also be able to obtain / maintain a Transportation Worker Identification Credential (TWIC), which is a program managed by the Department of Homeland Security (DHS).     Unless altered by an applicable Collective Bargaining Agreement or by a written employment agreement signed by an employee and the Executive Director, the conditions of employment for this position are ‘at-will’, which means that either the Port or an employee can terminate the employment relationship at any time and for any reason not prohibited by law.
