DEFINITION
Performs a variety of routine to complex building inspections to ensure compliance with plans, specifications and State and City codes and standards; performs non-structural review of plans and specifications for compliance with uniform electrical plumbing, mechanical, energy, and building codes; investigates properties and buildings for the abatement of violations of housing, health and safety, occupancy and property codes and ordinances; detects deviations from approved plans and specifications with good judgement, fairness, tact, and impartiality; performs related work as assigned.
CLASS CHARACTERISTICS
The Building Inspector classification series is a professional classification series, fully competent to perform a variety of duties related to the performance of building inspection which include the construction, alteration and repair of private residences, commercial and industrial properties. Successful performance of the work requires the application of significant technical knowledge in a variety of code areas, as well as the ability to communicate effectively with a wide variety of property owners, developers, engineers, architects, contractors, business and community representatives and the public.
Building Inspector II is the journey-level classification in the Building Inspector series. This position requires the ability and considerable knowledge to perform full range of building inspection and basic plans examiner work, including the ability to evaluate and solve problems, perform the more complex tasks, and communicate effectively with the public and City staff. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Employees within this class are distinguished from the Building Inspector I by the performance of the full range of duties as assigned, including more complex inspections (including foundations, framing, electrical, plumbing, mechanical, housing access, life safety and other functional elements), possession of required certifications, working independently, and exercising judgment and initiative.
Positions in the Building Inspector class series are flexibly staffed and positions at the II level are normally filled by advancement from the entry-level requiring additional years of experience and after gaining the knowledge, skill, and experience, which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class.
SUPERVISION RECEIVED AND EXERCISED
This class receives general supervision from the Building Official in matters relating to building inspection. The Planning Manager will provide direction for any zoning issues. No direct supervision is exercised.
EXAMPLES OF DUTIES . The following duties are typical for this classification. Incumbents may not perform all of the listed duties and / or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Depending upon assignment, duties may include but are not limited to :
- Conducts inspections of new, existing and modified residential, commercial and industrial properties in all stages of construction for conformance to codes, regulations, plans, specifications and standards related to foundations, framing, electrical, energy, mechanical, plumbing, housing, access, life safety and other functional elements.
- Performs non-structural plan check / review for completeness, accuracy and code compliance.
- Investigates violations of building and zoning laws; issues stop-work orders in response to complaints for unpermitted work, or work not conforming to plans, specifications, building codes, and ordinances; enforces codes and detect deviations from approved plans and specifications with good judgement, tact, fairness, and impartiality.
- Reviews energy calculations to ensure compliance with State codes.
- Makes final inspections and issues certificates of occupancy.
- Confers with and provides information to developers, engineers, architects, property owners, occupants, contractors and the public regarding building permit processes and code requirements and alternatives; resolves complaints and problems; establishes and maintains effective working relationships with those contacted in the course of the work.
- Prepare reports of inspections; resolve disagreements concerning inspections and compliances; prepare comprehensive reports and give testimony in court regarding violations.
- Prepares and maintains clear and concise reports, plan correction reports, inspection records, corrections, logs, files, correspondence, citations, and other written materials.
- Coordinates with Planning, Fire, Public Works, Police and / or outside agencies to facilitate code compliance.
- Represents the City in meetings with members of other public and private organizations, community groups, contractors, developers and the public.
- Attends Council, commission and committee meetings as required.
- Performs related duties as assigned.

Minimum Qualifications
Any combination of experience and education that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be :
Building Inspector II : Education equivalent to completion of the twelfth grade is required. Related college course work is highly desirable. Certification with the ICBO and / or the ICC is required. Three (3) years of full-time building inspection experience with a public agency inspecting all the major trade fields (carpentry, mechanical, electrical, plumbing); or six (6) years of full-time responsible and relevant journey-level experience in either one of the major trade fields or in the performance of a wide variety of building trades work performed in conformance with standard building, mechanical, electrical, and plumbing codes are required, with a preference for experience in multiple trades. Equivalent to completion of an Associate degree in Building Construction / Inspection Technology may be substituted for one (1) of the six (6) years of experience required if qualifying with non-public agency experience. Licenses and Certifications : In addition to the license and certification required for the Building Inspector I, must possess and maintain a B2-Commercial Building Inspector certification from the ICC or equivalent certification under the ICBO legacy program. Must obtain a M1-Residential Mechanical Inspector, E1-Residential Electrical Inspector, P1-Residential Plumbing Inspector from the ICC, or equivalent certification under the ICBO legacy program, within the first 18 months of appointment.
Building Inspector I : Education equivalent to completion of the twelfth grade is required. Certification with the International Conference of Building Officials (ICBO) or International Code Council (ICC) is required. One (1) year of full-time building inspection experience with a public agency inspecting all the major trade fields (carpentry, mechanical, electrical, plumbing); or four (4) years of full-time responsible and relevant journey-level experience in either one of the major trade fields or in the performance of a wide variety of building trades work performed in conformance with standard building, mechanical, electrical, and plumbing codes. Equivalent to completion of an Associate degree in Building Construction / Inspection Technology may be substituted for one (1) of the four (4) years of experience required if qualifying with non-public agency experience. Licenses and Certifications : Must possess and maintain a valid California Driver's license. Must possess and maintain a B1-Residential Building Inspector certification from the ICC or equivalent certification under the ICBO legacy program. Certifications shall be maintained as a condition of continued employment.

Working Conditions : Work is performed both in an indoor environment and outdoors. May be subject to uncomfortable working conditions including exposure to inclement weather conditions, sunburn, including variable heat or cold, dust, pollen, bee stings, snake bites, scents, noise, substantial heights, wet conditions, confined spaces, chemicals, mechanical and / or electrical hazards, heavy equipment operations and other construction hazards. May be required to walk on uneven terrain, near open trenches and on slippery surfaces. Inspectors may interact with upset staff and / or public and private representatives, and contractors in interpreting and enforcing departmental policies and procedures. May be required to work various shifts on evenings, weekends, and holidays. May include travel to sites out of the City. Must be able to attend off-hours meetings or events or work occasional overtime as required.
Physical Demands : While performing the duties of this job, the employee must have the ability to perform on-site field inspections including exertion of a moderate amount of physical effort to climb ladders, climb scaffolding, bend, stoop, crouch, reach, kneel, and lift in the performance of duties. Incumbents may be required to sit, stand, and walk for extended periods of time. Must be able to perceive color, shapes, and forms and operate a vehicle. Requires sufficient hand / eye coordination to perform semi-skilled repetitive movements, such as data entry and / or the use of general office machinery / equipment. Vision to read printed materials, plans, specifications, and a computer screen, and hearing and speech to communicate in person, before groups, and over the telephone. Employees must possess the ability to lift, carry, push, and pull materials and objects, up to 50 pounds, as necessary to perform job functions.
