Position Information
The City of Pittsburg in California seeks qualified candidates for Chief Building Official i n the Department of Community and Economic Development.
- This recruitment is open until filled
The Chief Building Official will plan, organize, and supervise the activities of the Permit Center, Business License, and Building division within the Community and Economic Development Department including building code enforcement and inspection, permit processing, housing inspection, and rental inspection oversight and compliance activities; provide expertise in building, zoning and plan review administration; and to provide highly complex staff assistance to the Department Director or designee. Incumbents should have experience with improving operations and permitting processes, initiating new ideas, and fostering staff cooperation.
The ideal candidate will have :
Certification as a Building Official through the International Code Council (ICC).
Thorough knowledge of building codes, safety regulations, and zoning ordinances.
Strong leadership, problem-solving, and decision-making skills.
Excellent supervisory skills and the ability to hire, train, direct, mentor, and resolve employee issues
Excellent communication and interpersonal skills to interact effectively with city officials, contractors, developers, and the public.
Proficiency in building permit and inspection software, as well as Microsoft Office Suite.
Ability to manage multiple projects and priorities in a fast-paced environment; Adapts to varied and changing priorities.
Develop and administer long-range plans consistent with established goals, objectives, and available resources.
Mediate and resolve complex technical issues timely.
The Community and Economic Development Departmen t is comprised of the Building, Planning, Economic Development, and Code Enforcement Divisions. The Building Division is responsible for enforcing the California Building and Construction Codes as enacted by the California State Building Standards Commission. These codes apply to nearly all forms and levels of construction throughout the City. The Building Division is also responsible for managing the construction permit process; including relaying general information and regulating plan submittal, plan review, permit issuance, inspection and document retention. The Building Division administers the City's Residential Rental Inspection Program, which includes identification and registration of residential rental properties, inspections, and issuance of correction notices and citations when necessary.

Duties may include, but are not limited to, the following :
Develop divisional goals and objectives; assist in the development of and implementation of policies and procedures.
Direct, oversee and participate in the development of the division's work plan; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods and procedures.
Provides interpretation and decisions on applicable codes, rules, regulations and technical problems of enforcement; monitors plan check flow; computes service fees; coordinates activities with other divisions, City departments, outside agencies and organizations.
Prepare the division budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials and supplies; administer the approved budget.
Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as required; maintain discipline and high standards necessary for the efficient and professional operation of the department.
Represent the division and department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
Provide technical advice and information as necessary to ensure uniform interpretation and consistent enforcement of codes and compliance methods; respond to and resolve difficult and sensitive citizen inquiries and complaints.
Perform the difficult field inspections and review and approve major projects inspections prior to permit issuance; review building permits to ensure compliance of all pertinent building and safety codes, ordinances, rules and regulations have been complied with; Advises builders and homeowners on minimum standards of construction and materials; coordinate and review the activities of outside consultants.
Research and prepare technical and administrative reports; prepare written correspondence.
Conducts a variety of investigations, and operational studies; recommends modifications and prepares a variety of documents related to building inspection programs, policies, updates to building codes and procedures as appropriate to ensure compliance.
Prepare and coordinate reports and presentations on current building issues for City Council, community groups, and regulatory agencies; maintains statistics and reports on inspection and permitting activity.
Monitors and keeps informed of current trends in the field of building inspection and code enforcement, including legislation, court rulings and professional practices and techniques; evaluates their impact and recommends policy and procedural modifications accordingly.
Represent the City with dignity, integrity, and the spirit of cooperation in all relations with staff and the public.
Foster an environment that embraces integrity, service, inclusion and collaboration.
Be an integral team player, which involves flexibility, cooperation, and communication.
Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Education and Experience :
Any combination of education, experience, and training that would provide the best qualified candidates. A typical way to obtain the knowledge and abilities would be :
Education :
Possession of the equivalent of a bachelor's degree from an accredited college or university with major coursework in construction management, engineering, urban planning, business administration or another field of study applicable to the responsibilities and requirements of this job class. Possession of a master's degree in construction management, engineering, or business is desirable.
Experience :
Five years of progressively responsible experience in building inspection or plan check, including two years of administrative and management responsibility.
Special Requirements :
Possession at the time of hire and continued maintenance of a valid California Class C driver's license is required.
Possession of an International Code Council (I.C.C.) Combination Building Inspector certificate, or equivalent.
Possession of, or the ability to obtain an I.C.C certificate as a Building Official within one year of hire.
Possession of a valid Certified Access Specialist and I.C.C. Plans Examiner certification is desired.
Other Requirements :
Physically and mentally capable of performing the functions of the job, including but not limited to those summarized in Example of Duties.
