Job description

Remote work for this position is contemplated but must be available for initial on-site setup and regular meetings at FWC offices in Tallahassee, Florida. Preference is for local / Regional (Tallahassee, Florida, or North / West / Central Florida) candidates.

selected applicant(s) will be expected to perform some combination of the following tasks :

1) Provide IT project management support for new or ongoing agency IT projects and activities, including those subject to Florida Administrative Code (F.A.C) 60GG-(1-5) requirements.

2) Provide coordination, reporting, and stability of assigned IT project-oriented work.

3) Facilitate collection, validation, and documentation of both functional and system requirements from business

program(s), technical staff, and stakeholders.

4) Responsible for assembling project plans and making teamwork assignments, directing and monitoring work

efforts, and identifying resource needs.

5) Ensuring quality review is completed by stakeholders.

6) Provide oversight of the change management process for IT projects.

7) Responsible for escalating functional, quality, and timeline issues appropriately.

8) Responsible for tracking key project milestones and adjusting project plans and / or resources based on

requirements and performance.

9) Work with agency staff to acquire IT vendor support and services as required.

10) Coordinate communication with all areas that impact the scope, budget, risk, and resources of the work effort

being managed.

11) Comply with and enforce all FWC agency policies, procedures, and security policies.

The deliverables and performance standards associated with each task identified in this scope of work are further

defined within the Standards and Specifications table below

Business Analytics –Interact with Project Teams and stakeholders to understand the business and help develop solutions that address challenges and needs.

  • Support intake, review and evaluation of IT Project Requests.
  • Engage Stakeholders to gather, validate, and document project business and functional requirements.
  • Interpret business requirements and break down technical details to simplify them for analysis, communication and decision making.
  • Support the creation of solutions based on requirements and deliver correct elements of system design, business rules, and other relevant deliverables.
  • Create change management proposals based on changes (new, altered, etc.) to the documented specifications.
  • Help bridge information and knowledge transfer between the business and technology elements of the IT project through asking questions and facilitating collaboration. to understand how well an IT system works and what could be improved.
  • Approved timesheets detailing work time and service completion as specified in the Service Level performance section.
  • All tasks must be satisfactorily completed within the timeframe provided by the Approving Supervisor in the OIT.
  • Performance Acceptance will be evaluated every 3 months of the contract or at the discretion of the Supervisor to ensure that Service Level Agreements are meeting satisfactory performance measurements. Any penalties will be based on the previous evaluation.
  • Project Status Reports - Maintain a list of projects / activities and provide verbal / written updates.
  • Current list of projects / activities posted in shared workspace.
  • Bi-weekly or monthly as specified.

General Support & Training – Contribute project management assistance or other skills, knowledge, and expertise to support the Project Management Office’s efforts to achieve the agency's mission.

  • Provide exemplary customer service for internal / external OIT customers.
  • Contribute to and maintain technical and training resources, Project Management skills, services, and resources.

  • Qualification Requirements for Contractor : Education and Experience

  • Education level : bachelor’s degree in computer science, Information Systems, Business Administration, or another related field or equivalent work experience. Project Management certification or successful completion of a recognized project management curriculum is required.
  • Project management experience : 7+ years of IT work experience, including 4 or more years leading IT projects. Specific experience managing custom (IT) application development projects is preferred.
  • Additional relevant experience may substitute for the recommended educational level on a year-for-year basis and additional relevant education may substitute for the recommended experience on a year-for-year basis.
