CEI is hiring a Chief Inspector
Under general supervision, this technical specialist provides technical analysis for a project and exercises considerable and significant independent judgment within established program parameters, policies and procedures. Possesses extensive knowledge of principles and practices of civil engineering, as applied to the area of assignment, and may approve / disapprove work performed in the work unit, direct activities of consultants or subordinate staff, and perform lead or supervisory duties.
Job Requirements
Essential Duties and Responsibilities
- Project management
- Directing construction related activities performed by contractors or consultants
- Supervising assigned subordinate personnel and taking disciplinary action as required
- Use of complex mathematical computations and adjustment factors
- Specification and technical writing
- Work scheduling and management
- Analysis and preparation of data
- Advanced level work assignments within assigned area(s) of construction
- Proper use, operation, maintenance, and repair of assigned equipment
- Effective verbal and written communication
- Operating a variety of office equipment including a calculator
- Use of computer programs applicable within the work unit (required assignment-specific programs are listed in the typical training and certification and minimum requirements sections below)
- Organizing and prioritizing work assignments
- Timely and accurate completion of work assignments
- Maintaining adequate documentation of all assigned activities
- Interpersonal relations and the ability to work effectively with individuals from diverse communities and cultures
- Interpreting and implementing standards, policies, procedures, and regulations applicable to the area of assignment
- Completing training in multiple areas of construction
- Reviewing construction schedules and determining whether all supporting information has been obtained
- Researching, reading and interpreting a variety of technical engineering documents such as survey data, highway plans, blueprints, specifications, materials testing data and computer generated data
- Inspection and documentation of the most complex contract items, such as structures and concrete or asphalt pavement
- Overseeing the activity of a project lab performing project-related tests, and the work activities of a construction project office
- Developing work schedules and assign and directing employees to meet overall expectations related to assignments
- Scheduling and reviewing completed work of other employees and providing training, coaching, and guidance as needed
- Reviewing technical problems and developing procedures and recommendations for resolution of issues related to assignments
- Reviewing, verifying and approving calculations, test results and documentation for assignments
- Reviewing construction plans, specifications, and documentation to ensure compliance with federal, state, and local requirements
- Reviewing design projects for design clarity, accuracy, constructability and bid readiness
- Consulting with contractors, local agencies, and citizens to develop alternative solutions to resolve issues in conflict at the lowest level in the field, and preparing recommendations for project management
- Preparing project related documentation to ensure conformance with all applicable laws, rules, regulations, and standards
- Reviewing and verifying contractor pay quantities
- Reviewing and / or preparing contract documents related to force accounts, change orders, supplemental agreements, and financial documentation for completed projects
- Attending meetings and representing the client as directed
- Analyzing and evaluating a wide variety of technical engineering data, including construction plans, field survey and quality control documentation, and completed material test results
- Inspecting and examining materials, surface conditions, proper tracking, structural features, and other relevant factors on an ongoing basis to assure compliance with contract and state and federal standards
- Inspection and examination of engineering project records, field notes, computations, and other documentation to assure that methods of measurement and bases for payment are in accordance with projected trends, specifications, special projects, and other extra work orders
- Conferring with supervisor on regular basis to discuss work processes, incidents, problems and plans; receiving advice, counseling, and instruction
- Conferring with construction engineers and contractors, answering questions, and resolving problems regarding construction in progress and its conformance to specifications and construction plans
- Inspection of sites on proposed highway facilities to review all factors relating to proposals and to confirm or verify data as presented
- Drawing maps showing vegetation patterns from notes based on visual observation
- Documenting accurate history of work or work performed by logging or recording all work flowing into the work unit and processed or flowing out
- Documenting types and amount of materials used for each phase of construction
- Performing the most complex engineering office work
- Consulting manual, rulebook, codes or regulations to find exact required course of action, determination, or authorization
