Job description

Job Summary

Oversees the implementation and administration of programs, protocols and procedures to ensure the maintenance of the safety, health and environment of the students, faculty and staff of Kamehameha Sites. Ensures compliance with all county, state and federal occupational safety, health and environmental laws, regulations and guidelines as well as with KS environmental, health and safety policies and procedures.

Essential Responsibilities

Risk Management

  • Faculty and Staff : Develops, implements, and maintains protocols and procedures to ensure compliance with federal, state and county regulations; including Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), Hawaii Occupational Safety and Health (HIOSH) and the Department of Health.Ensures that all postings and recordkeeping comply with current regulatory guidelines (e.g. SDS Safety Data sheets).Develops, implements, and maintains on-site safety, environmental, and / or emergency management programs designated to respond to individual situations and to improve the overall safety conditions on Site. Works with Education Safety and Risk Manager to update existing policies and procedures and amends / implements / develops additional procedures as necessary. Prepares the personal protective equipment risk assessments and ordering of such equipment to meet the needs of the staff. Keeps up-to-date on current federal, state and local legislation, regulation changes, fire / safety codes and manuals, and current emerging issues and trends.
  • Students : Inspects various labs and other educational spaces to ensure equipment meets safety standard to include items like guards, shield, etc. Monitors that equipment is regularly and properly maintained, students have been instructed and trained to properly and safely operate equipment and that proper PPE is available and used properly.This includes reviewing procedures in labs to ensure students have been properly oriented and trained. Review documented training logs to validate completion. May offer suggestions for training and PPE use if applicable. Provides / conducts / develops training for students in conjunction with Operating Units staff relative to Safety and Health when applicable.
  • Develops and submits government environmental reports, applications and correspondence (City and County and State Department of Health liaison related to environmental compliance including but not limited to Emergency Planning and Community Right–to-Know Act (EPCRA), storm water and industrial wastewater, Spill Prevention Control and Countermeasures planning and compliance.)

Training

  • Trains, communicates, and educates the Site and KS community in all areas of safety and risk compliance and maintains documentation of participants and training provided. Develops formal training program by skill set. Coordinates training with the Operating Units and maintains training calendar for all positions to ensure all mandatory trainings occur on a timely basis.
  • This includes documenting completion. Develops and maintains the Site Emergency Operations Plans. These include developing the overall Site plan, updating personnel included in the plan, develop response guidance methods and track fire and lockdown drills. Facilitates Safety Committees to include developing the agenda, the preparation of minutes and tracking of projects.
  • Interfaces with the medical program for overseeing, training and upkeep of the AEDs throughout the Site and the Bloodborne pathogen program (coordinating and ordering Hepatitis B vaccinations) with the training. Coordinates hearing and respiratory evaluations for pertinent staff.
  • Hazardous Materials

  • Oversees the maintenance and disposition of all hazardous materials stored on Site; monitors usage of hazardous materials and ensures use is within established and mandated guidelines; reports non-compliant use.
  • Provides guidance for Hazard Communication (provide training) for compliance with the OSHA standard.
  • Prepares procedures, oversees the methods and serves as resource for disposal for all different items including waste which may be regulated.
  • Maintain records and ensure compliance. Prepares laboratory Chemical Hygiene Plans and assists with laboratory standard compliance. Coordinates the maintenance and compliance with Asbestos Hazard Emergency Response Act (AHERA), Lead Base Paint Management, and OSHA Hazardous Communications Plans.
  • Acts as the site liaison with contractors and vendors to ensure that all work in areas designated as containing hazardous material, conform to accepted best practices in accordance with all applicable regulations.
  • Inspections

  • Conducts regular routine inspections of all Site buildings, facilities and equipment to ensure compliance with general and specific safety standards, reports non-compliance and / or hazardous conditions, and recommends remedial action as appropriate and follows up through completion of work.
  • Takes immediate corrective action to remove hazardous conditions or follows up on corrective action to ensure safety hazards do not exist.
  • Monitors and inspects campus fire, safety, and environmental equipment and facilities for serviceability and compliance with established regulations, policies and standards. Develops and maintains detailed records to include inspections and locations of potentially hazardous areas. Recommends improvements to the facilities to address safety and compliance concerns for inclusion in the MR / Capital Improvement Project (CIP) budget request.
  • Identifies corrective actions that require immediate action due to the level of health and safety and / or code compliance issues and ensure actions are taken or condition managed to ensure hazard is removed. Accompany auditors for safety and environmental issues at the Site. Reviews all reports, prepares and oversees the corrective actions plan for internal auditors and other investigations.
  • Investigations

  • Participates with on-site investigations of accidents and incidents (including root cause or systematic cause analysis) involving fire, hazardous materials, unsafe situations, and / or non-compliance issues; prepares reports and makes recommendations for procedural changes as necessary, ensuring changes are implemented. Assists with on-site investigations of all Near Miss or Mishap incidents and is responsible for obtaining and maintaining documented evidence of all investigations.
  • Position Requirements

    Minimum Qualifications - An equivalent combination of education and experience may be considered in lieu of the requirements listed.

  • Bachelor's Degree in Business, Engineering, or related field.
  • Minimum of 5 years of related work experience in the area of managing compliance, safety or environmental programs.
  • Current and valid driver's license.
  • Proven experience in the development, maintenance, training, and communication of safety protocol and procedures.
  • Ability to manage multiple projects and assignments, set priorities, and execute appropriate action.
  • Excellent interpersonal skills to work successfully with a diverse range of internal and external individuals and groups.
  • Excellent verbal and written skills to communicate effectively with all levels of staff; to meet and resolve community and neighbor concerns; and to prepare written reports and correspondence.
  • Ability to supervise and direct the work of subordinates, peers, and contractors.
  • Knowledge of the Site grounds and facilities.
  • Ability to read blueprints.
  • Experience in monitoring work by contractors and vendors.
  • Ability to travel to various locations, including neighbor islands to conduct business.
  • Ability to work evening and weekend hours as required to meet goals and objectives.
  • Preferred Requirements

  • Certified Safety Professional (CSP).
  • Construction Health and Safety Technician (CHST).
  • Occupational Health and Safety Technician (OHST).
  • OSHA 30 Hour.
  • Authorized OSHA 500 Trainer.
  • Experienced and knowledgeable enough to be designated as KS' "Competent Person" in areas such as fall protection, permit-required confined space, respiratory protection, powered equipment, etc. as defined by OSHA.
  • Physical Requirements

  • Frequently sits, perform desk-based computer tasks and grasp light or fine manipulation, talk or hear.
  • Occasionally stand and / or walk, write by hand, and lift and / or carry, push and / or pull objects that weigh up to 10 pounds.
  • Rarely twist, bend, stoop, squat, kneel, crawl, climb, reach or work above shoulder, or grasp forcefully.
  • Working Conditions

  • This position may involve traveling to various locations, including neighbor islands to conduct business.
  • Work is conducted in an office environment and may require work to be conducted in non-standard workplaces.
  • Work is typically conducted Monday through Friday at normal business hours.
