Job Description
The North Carolina League of Municipalities (NCLM) is seeking a confident and qualified Chief Financial Officer . The purpose of this executive level position is to direct the financial and human resource activities for the organization. This is a hands-on role which requires in-depth involvement working with the teams in these functions. For finance, this is accomplished by developing, implementing, and monitoring fiscal controls and management procedures, preparing and reviewing monthly financial statements, preparing and monitoring annual budgets, managing audit processes, overseeing implementation of investment policies, presenting investment, financial and other information to the League Board of Directors and the RMS Board of Trustees and providing expert advice to League senior leadership and governance boards as to financial and / or other matters. For human resource activities, this is accomplished by assessing human resource requirements for the League, working with and supporting the Human Resources Manager in planning and executing the HR strategy and operational requirements such as open enrollment and other League-wide events that benefit staffing. Additionally, this position is charged with improving service levels for League members, external parties, internal staff and departmental customers as to all financial transactions and structures. Other duties include the identification of technological solutions and streamlining efforts which reduce costs and increase productivity in handling financial tasks, reporting and budgeting. This position participates in management activities of the League, and is responsible for collaboration, teamwork, and overall support of the direction and vision of the organization.
Additional duties include :
- Provides supervision to employees by training and developing staff
- Coordinates the preparation of annual audits by developing, implementing and monitoring accounting procedures
- Actively manages annual budgeting processes
- Determine strategic objectives for budget by actively discussing with executive leadership
- Oversees cash and investment management by monitoring bank balances
- Improves internal / external service and efficiency and assists executive leadership and governance boards by recommending League policies
- Collaborates with investment advisors and the Executive Director or designee on investment management including fund performance and recommending changes to investment policies and activities.
- Develop human resource strategy, policies and procedures in conjunction with the Human Resources Manager
- Prepares financial presentations for League Board of Directors and RMS Board of Trustees
Minimum Qualifications :
The position requires a Master's degree-level of study from an accredited institution and experience as a financial executive. A Certified Public Accountant designation is also required. At the discretion of the organization, extensive experience as a financial executive may be considered in-lieu of a Master's degree.
This position requires over nine years’ experience as a financial executive.
