The Oregon Department of Administrative Services (DAS) delivers the essential infrastructure, policy leadership, and workforce support that help agencies serve Oregonians every day. We're looking for a strategic leader to shape the future of Oregon's state workforce.

What You'll Do

As the Chief Human Resources Officer, you'll lead Oregon's statewide human resources (HR) systemsetting policy, driving workforce strategy, and strengthening labor relations for the entire enterprise.

Key Impact Areas

  • Steward statewide HR systems and policy: Lead development and interpretation of policies, rules, and classification/compensation frameworks that serve as the foundation for HR across all state agencies.
  • Advance enterprise workforce development: Champion strategies that build a modern, skilled, equitable, and future-ready public workforce.
  • Lead statewide labor relations: Oversee collective bargaining and labor-management partnerships, ensuring stability, consistency, and alignment with statewide priorities.
  • Provide expert guidance on complex HR matters: Support agencies through high-risk issues, ensuring compliance, resolving challenges, and strengthening statewide HR practice.
  • Shape long-term HR strategy and policy: Analyze system trends, advise leadership on statewide workforce impacts, and contribute to legislative development.
  • Lead and develop the Chief Human Resources Office (CHRO) team: Foster a culture of excellence, collaboration, innovation, and enterprise-wide commitment to DEIB values.

What We Are Looking For

Minimum Qualifications:

Eight years of experience in human resources leading key HR functions such as labor relations, classification and compensation, talent management, HR policy, or workforce development. At least three of those eight years must be at the executive or senior management level directing teams, programs, or organizational units that have broad impact on the organization.

OR

A bachelor's degree in human resources, business administration, public administration, organizational development, or a related field, AND five years of experience in human resources leading key HR functions such as labor relations, classification and compensation, talent management, HR policy, or workforce development. At least two of those five years must be at the executive or senior management level directing teams, programs, or organizational units that have broad impact on the organization.

  • Strong systems-thinking capability, including understanding how policies and decisions impact both agency and enterprise operations.
  • High ethical standards and sound judgment, making decisions aligned with laws, policies, and public service values.
  • Knowledge of organizational structures and operational environments, including the ability to learn and navigate the missions, constraints, and needs of Oregon state government.
  • Ability to advance enterprise-wide HR strategy, leading with a lens of equity, belonging, and consistent, people-centered leadership.

  • Hybrid Opportunity: This position is headquartered in our Salem office; however, the successful candidate may be eligible for in-state hybrid work.   • In order to be considered for this position, you must reside within (or be willing to relocate to) Oregon by the start date.
  • This recruitment is for a Deputy/Chief 3 position and may be used to fill future vacancies. This position in unclassified service and serves at the pleasure of the agency appointing authority. This appointment may be terminated at any time (DAS CHRO Policy 40.035.0 1).
  • *The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%.
  • Finalists will be subject to a computerized criminal history check, which may include fingerprints. Employee is required to obtain and maintain CJIS clearance. Adverse background data may be grounds for immediate disqualification.
  • We do not offer visa sponsorship. Within three days of hire, applicants will be required to complete I-9 documentation and confirm authorization to work in the United States.
