Job Title
The City of Port St. Lucie is an equal opportunity employer. This position requires the applicant to successfully pass a drug screening. This is a contractual temporary position. This position is full-time, 40 hours a week. After the applicable waiting period, the individual will be eligible for health benefits. Responsible work ensuring all facets of training facility operations are met daily. Primarily responsible for set-up / breakdown of various rooms and equipment, fostering relationships with city staff and guests, preparing purchase orders for facility needs or repairs, and being a point of contact for delivery and service from maintenance providers. Facilitates the development of public trust and confidence in the City. This position is an Essential classification and will be required to report to duty before, during, and immediately after a civil emergency.
Essential Duties
The following duties are illustrative for this position. The omission of specific duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
- Keeps the mission, vision and values of the City of Port St. Lucie and Police Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.
- Oversees the design and construction of utility infrastructure on behalf of the Police Department.
- Works with Police Department leadership to assess the operational needs of the Training Facility and other police facilities. To manufacture and facilitate outside vendor service schedules, maintaining related documentation to repairs or service, and ensure work is completed to a satisfactory level.
- Manages design, construction, technical reports, and permitting from project kickoff to closeout. Maintains focus on project goals, timelines, and budgets. Oversees construction inspections to ensure compliance with City, state, and federal regulations.
- Processes approved purchase requisitions to the Purchasing Section for needs of the all Police Department's new construction and remodeling projects, including Training Facility or as determined by department leadership.
- Prepare handouts or other literature as needed for the department facilities.
- Coordinate and act as a liaison between staff, vendors, or guests utilizing the facility to include room setup, use of various technology related equipment, and breakdown / storage of equipment after use.
- Ensures accurate records and documentation are maintained for all repairs, deliveries, or maintenance performed at the Training Facility and other police facilities.
- Monitors daily operations of the Training Facility except for the Firearms Range.
- Completes additional projects assigned by department leadership.
- Conducts project closeout activities, including review of record drawings, warranties, permit certifications, final pay applications, retainage releases, punch lists, and asset inventories.
- Serves as a resource to engineers, contractors, City staff, vendors, and the public regarding ongoing projects and activities.
- Other duties as may be assigned.
Minimum Qualifications

Education and / or experience Graduation from an accredited college or university with a bachelor's degree and a minimum of one (1) year of relative experience preferred; or graduation from an accredited college or university with an associate's degree and a minimum of two (2) years of relative experience and / or training required. Minimum of four (4) years of progressively responsible experience in the field of project management is required. A comparable amount of training, education, or experience may be substituted for the minimum qualifications.
Certificates, Licenses, Registrations Certified Associate in Project Management (CAPM), Project Management Professional (PMP), or any other project management certification preferred. Possession of valid driver's license and maintenance of clean driving record required with the ability to obtain a valid Florida driver's license within 30 days from date of hire.
Knowledge, Skills, Abilities Skill in the application of managerial techniques. Skill in the use of Microsoft Office products (Word, Outlook, Excel, and PowerPoint). Knowledge of relevant safety standards, regulations, and best practices for managing a law enforcement facility. Ability to plan, coordinate, and execute facility-related projects, including but not limited to renovations and upgrades. Ability to manage all aspects of facility operations, including maintenance, repairs, and renovations. Ability to coordinate various activities with other organizations and individuals. Ability to complete registrations and required facility paperwork. Ability to collect, organize, and evaluate purchase orders, maintenance schedules, and other documentation. Ability to maintain records and prepare reports. Ability to plan, implement, and monitor directives. Ability to communicate effectively orally and in writing. Ability to establish and maintain effective working relationships with employees and the public. Ability to analyze situations quickly and objectively to determine proper actions to be taken. Ability to focus on the positive in every situation. Ability to model respect for individuals, teams, and the organization. Ability to stay centered when challenged. Ability to work under pressure and meet deadlines. Ability to follow through with assigned tasks.
