Budget and Fiscal Manager 3 Chief Financial Officer

Salem, OR OYA Equitable Center (Hybrid Optional)

Be a leader in changing juvenile justice through positive human development, diversity, equity, and inclusion, and youth reformation systems.

Oregon Youth Authority (OYA) is hiring a full-time Chief Financial Officer (CFO). This position is responsible for OYA's Financial Services team consisting of twenty-five staff from Budget, Procurement, Accounting, and Payroll. They directly manage the Deputy CFO, the budget team, and the procurement team manager. Financial Services are essential in ensuring the effective delivery of statewide financial services to OYA stakeholders, including employees, youth, facilities, camps, parole and probation offices, contracted residential programs, and county juvenile departments.

OYA's CFO provides critical support and guidance through budget development, budget execution, general accounting, internal controls, financial reporting, purchasing, and grant awarding / tracking for a $561.3 million state and federal funds budget. Our CFO serves as the agency's senior financial adviser, advising the Assistant Director of Business Services, the Director, and the Director's Office.

The person in this position must have a strong competency in Diversity, Equity, and Inclusion (DEI). They will lead by increasing workforce diversity, identifying and eliminating systemic barriers. They will be a part of the OYA Joint Management Team that promotes equitable experiences and develops a culture of inclusivity and belonging that embraces the contributions of all team members, youth, and stakeholders. Minimum Qualifications :

  • Seven years of supervision, management, or progressively related experience.
  • OR Four years of related experience and a bachelor's degree in a related field.

  • Ability to align financial strategies with the agency's long-term goals and mission : Develops and implements financial plans that directly support strategic priorities, ensure fiscal sustainability, and advance the agency's core mission over both short- and long-term horizons.
  • Deep understanding of accounting, budgeting, forecasting, and State of Oregon procurement : Applies comprehensive knowledge of governmental accounting standards, budget development, financial forecasting, and state procurement rules to ensure compliance, accuracy, and effective use of public resources.
  • Proven ability to lead finance teams and collaborate across programs : Provides clear direction, mentorship, and accountability within finance teams while working closely with program leaders and stakeholders to support informed decision-making and shared organizational goals.
  • Comfortable with learning new systems and improving existing systems : Quickly adapts to new financial, reporting, and enterprise systems while identifying opportunities to streamline processes, increase efficiency, and improve data quality and usability.
  • Skilled at identifying financial and operational risks : Proactively analyzes financial data, internal controls, and operational processes to identify potential risks, develop mitigation strategies, and strengthen overall organizational resilience.
  • Communicates complex financial concepts in a clear, actionable way : Translates detailed financial information into concise, understandable insights that support leadership, staff, and stakeholders in making informed and timely decisions.
