Description : Summary of Position

The Chief Operating Officer (COO) serves as a critical member of the executive leadership team, charged with overseeing the day-to-day business operations of the firm (including staff, administration, regional offices, human resources, technology, marketing, and talent development), while driving strategic innovation and operational excellence. Reporting directly to the firm’s Managing Partner and / or the Executive Committee, the COO is responsible for aligning the firm’s resources, processes, and strategies to achieve optimal efficiencies, sustainable growth, profitability, and long-term success in primarily representing public law sector clients. This role demands a forward-thinking leader who is employee-driven, empowered, detail oriented, task driven, and efficient. The ideal COO adheres to the firm’s core values, implements the entrepreneur operating system (EOS) as the integrator, anticipates industry trends, promotes a healthy firm culture, and ensures the firm is positioned to thrive in an increasingly competitive and technology-driven marketplace.

Strategic Leadership and Innovation

  • Partner with the Managing Partner and Executive Committee and other executive leadership team members to design and implement the firm’s strategic vision, ensuring alignment with short-term goals and long-term ambitions of being a premier law firm specializing primarily in public law and the representation of public agency clients (cities, special districts, water agencies, etc.).
  • Champion innovation and process improvement by identifying and leveraging emerging trends, technologies, and market opportunities that can enhance the firm’s competitive edge and client service delivery.
  • Foster a culture of continuous improvement, efficiency, accountability, and adaptability in response to industry shifts, encouraging teams to challenge traditional processes and embrace creative, forward-thinking solutions.
  • Lead firm wide transformation initiatives that integrate technology, optimize processes, coordinate staff and improve profitability while maintaining the highest standards of service and professionalism.
  • Develop metrics and key performance indicators (KPIs) to measure success and track progress toward strategic objectives.

Financial Management & Operational Excellence

  • Oversee firm-wide financial operations, ensuring strong financial performance, cash flow management, and profitability.
  • Develop and implement data-driven decision-making frameworks that enhance operational efficiency and firm wide performance.
  • Drive scalable systems and workflows that optimize firm resources and improve client service delivery for public agency clients.
  • Oversee risk management and compliance to ensure adherence to legal, ethical, and regulatory standards.
  • Human Resources & Talent Development

  • Oversee human capital strategies, ensuring the firm attracts, retains, and develops staffing and top talent in public law representation.
  • Foster a diverse, inclusive, and high-performance culture, where employees feel valued and empowered.
  • Implement performance management systems that encourage accountability and recognize high performance.
  • Technology and Digital Transformation

  • Lead the firm’s technology strategy, ensuring seamless integration of systems that enhance productivity, security, and collaboration.
  • Implement data governance, automation, and AI-driven insights to streamline processes and improve decision-making.
  • Oversee IT infrastructure, cybersecurity, and cloud-based solutions, ensuring the firm is prepared for future advancements.
  • Marketing and Business Development

  • Partner with attorneys to develop business growth strategies that enhance client relationships with municipalities and public agencies.
  • Support firm marketing and branding initiatives, ensuring the firm remains competitive and innovative in the public law space.
  • Oversee client experience initiatives, ensuring high standards of service and responsiveness to government entities and agencies.
  • Leadership and Culture

  • Lead with integrity, transparency, and a commitment to the firm’s core values, fostering trust and alignment across all levels of the organization.
  • Act as a unifying force for the leadership team, facilitating collaboration, conflict resolution, and effective decision-making.
  • Model a growth mindset, encouraging teams to embrace change, take calculated risks, and pursue continuous improvement.
  • Change Management

  • Act as the integrator in the OES and oversee the planning and execution of major organizational changes, technology implementations, and process overhauls.
  • Serve as a change agent, helping the firm navigate challenges and resistance while maintaining momentum toward strategic goals.
  • Ensure clear communication and stakeholder engagement throughout the change process to build consensus and drive successful outcomes.
  • Requirements :

    Education and / or Work Experience Requirements :

  • Bachelor’s degree (B.A. / B.S.) from four-year college or university or equivalent in Business and / or Organizational Development; MBA or MA / MS in management-related subjects like economics, information systems, or management or related field preferred
  • 10+ years of executive leadership experience in a law firm or professional services firm (law firm experience strongly preferred).
  • Deep understanding of public law, government clients, or municipal legal services is preferred.
  • Demonstrated success in managing financial operations, technology, HR, and strategic planning at an enterprise level.
  • Proven ability to lead and influence at all levels, working with attorneys, executives, and staff to create alignment and drive results.
  • Strong business acumen, understanding of law firm economics, and a deep appreciation for the complexities of public sector legal practice.
  • Strong organizational skills, record of acting with tact and diplomacy, and exceptional customer service orientation.
  • Excellent verbal and written communication skills, including ability to effectively communicate with internal and external customers including counseling and discipling employees.
  • Excellent computer proficiency (MS Office – Word, Excel and Outlook).
  • Must be able to work under pressure and meet deadlines, while maintaining a positive attitude and providing exemplary customer service.
  • Ability to work independently and to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices.
  • Physical Requirements :

  • Must be able to lift and carry up to 25 lbs.
