Job description

POSITION SUMMARY

The principal function of this position is to perform a variety of professional and technical duties related to Planning, Zoning, and other land use matters, including instructing the public and developers on current zoning regulations and development requirements, reviewing land use applications for technical compliance, collaborating with the Public Works and Economic Development Departments, writing reports, and other associated clerical duties. The position receives technical guidance from Senior Staff and reports to the Planning Director.

ESSENTIAL DUTES AND RESPONSIBILITY

  • Meets with the public to review and discuss planning, building, and development plans and determine if a public hearing is necessary;
  • Instruct and informs the public with regard to conditional use permits, rezoning and variances, permit applications and processes, and related issues;
  • Research, interprets, collect data, applies and enforces city zoning and subdivision ordinances;
  • Must have the ability to effectively communicate complex technical information verbally and in writing to audiences with varying levels of technical knowledge;
  • Processes development and zoning permit applications, including reviewing application documents, site visits, preparing staff reports and presenting recommendations to the Planning and Zoning Commission and City Council;
  • Coordinates meetings, land use applications and review processes with other affected agencies and parties;
  • Research and prepare information packets, responses, legal publications, required mailings and notifications, oral or written presentations, correspondence, and related records;
  • Maintains organized and accurate digital Case Files;
  • Assists in creating, reviewing and editing staff reports, legal publications, presentations, correspondence, and other associated documents;
  • Work with ArcGIS mapping software and Kuna City Code daily;
  • Performs field inspections for architectural and / or landscape compliance; and
  • Performs other related duties as required.

  • Effectively and accurately prepare written reports, documents, and information;
  • Maintain and review records, documents, correspondence, databases and related files;
  • Learn and observe City and Department programs, policies, procedures, and processes sufficiently to convey information to the public and other staff;
  • Conduct research and analysis;
  • Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
  • Perform multiple tasks simultaneously, including handling interruptions, and return to and complete tasks in a timely manner;
  • Attend to details while keeping big-picture goals in mind;
  • Review and interpret local, state and federal laws;
  • Follow written and oral instructions;
  • Communicate effectively, both orally and in writing;
  • English grammar, spelling, and punctuation;
  • Use logical and creative thought processes to develop solutions according to written specifications and / or oral instructions; and
  • Operate standard office equipment, including a personal computer and various software applications for word processing, spreadsheets, and job-related functions.
  • KNOWLEDGE

  • County, city, state, and other applicable zoning, building, development, subdivision, ordinances and codes applicable to a variety of land uses;
  • Standard practices and procedures for plan, permit, and license application review, evaluation, and approval, including documentation;
  • Research methods and techniques;
  • Zoning ordinance development and enforcement;
  • Experience with ESRI GIS software.
  • EXPERIENCE AND TRAINING

  • High school diploma or GED equivalency is required, preferably two years’ experience with a public planning agency or a related field; and
  • Certificate or Bachelors degree in planning or a related field; or
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
  • SPECIAL QUALIFICATIONS

  • Valid driver’s license is required.
  • ESSENTIAL PHYSICAL ABILITIES

  • Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively on the telephone and in person;
  • Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and review, evaluate, and prepare a variety of written / typed documents and materials;

  • Sufficient personal mobility, agility, balance, strength, and flexibility to work in an office environment that requires sitting for long periods of time, keyboarding, and occasionally lifting objects up to 25 lbs.
  • Jobs in this class require performing repetitive hand movement in gripping, and hand / wrist / arm movements. Related job tasks may require, with or without reasonable accommodation, walking, standing, sitting, stooping, squatting, kneeling, bending, crouching, pushing, grasping, and reaching.
  • Pay range : $25-$29 / hr
