GENERAL STATEMENT OF DUTIES
Defines and coordinates the work activities on assigned engineering projects including the development and construction for capital improvement projects within the county and outside-funded improvement projects; plans organizes manages implements evaluates and participates in assigned projects from inception to completion. Monitors performance against project goals and objectives to ensure positive project results; investigates field problems and prepares progress reports; provides technical project coordination. Works flexible hours including evenings.
SUPERVISION RECEIVED
Works under the supervision of the County Engineer Senior Environmental Engineer Civil Engineering Supervisor Capital Projects Manager or designee.
SUPERVISION EXERCISED
Supervision is not a responsibility of positions in this classification. However incumbents often act as a lead worker over lower-level engineering associates technicians interns and contractors in the development and execution of projects and programs.
Typical Duties - Duties include but are not limited to the following
Conduct in-depth traffic engineering analyses including traffic impact studies traffic signal plans timing diagrams and traffic crash analyses. Operate complex computer software advanced camera equipment field measuring devices traffic count equipment and develop computer applications in spreadsheets and databases.
Review and respond to requests and complaints about traffic signals signing and striping speeding crosswalks lighting roadway safety and design and other complex traffic-related requests. These requests may come from the public other Marion County employees or other public agencies. Review of the request often involves coordinating directly with the complainant conducting field reviews data collection research working in and around traffic working in construction zones coordinating with multiple agencies applying advanced traffic analysis methods developing and applying prioritization systems assessing traffic control needs and warrant criteria judging and applying engineering standards and extensive letter and report writing. Also involves the use of engineering analysis and corresponding software to evaluate the operations of the transportation network.
Independently review and comment on traffic control and roadway design plans for construction projects prepared by other engineers and technicians from Marion County outside agencies consultants and contractors. Prepare detailed design plans for specific projects when needed and develop Traffic Control Plans for County projects. Prepare cost estimates for traffic signals flashers channelization and transportation system projects. Address engineering and construction issues as they arise.
Oversee various projects and act as lead worker at times for various lower-level positions in the section. Provide technical assistance to others in the department and other departments. Draft and develop policies procedures reports and standards. Attend assorted meetings and conferences and keep abreast of industry trends in the traffic field. Participate in professional groups and committees as needed related to adopting and establishing traffic control requirements standards and procedures.
Provide engineering analysis and technical support for long-range transportation planning efforts. Provide signal and traffic-related support for overlay contracts and other capital construction or maintenance projects. Develop and / or review signal timing plans school flasher plans and other traffic-specific issues. Forecast future volumes on County roadways and use advanced computer software to forecast roadway operations and geometric needs. Develop solutions for identified roadway deficiencies and prepare preliminary designs.
Perform other Traffic Engineering and Civil Engineering duties as assigned to broaden experience within the Civil Engineering profession.
Participates in basic through advanced incident command training and drills to maintain proficiency in EOC operations. Assumes any position as assigned in the EOC up to and including command staff. Emergency Management duties may require working long hours outside normal business hours weekend / holiday work and may occur with little or no advance notice.
Other duties as assigned by your supervisor.
Requirements for the Position
EXPERIENCE AND TRAINING
- A valid Professional Engineers (PE) license in Civil Engineering or a closely related engineering license; AND
- Two years of post PE professional-level engineering experience including project management. (Depending on the position experience in a specialized field may be required i.e. design land use traffic environmental.); OR
- Any satisfactory combination of work education training or experience relevant to the position as determined by Marion County.

KNOWLEDGE SKILLS AND ABILITIES
Thorough knowledge of modern civil engineering principles and practices with special reference to public works infrastructure at the level of local government; civil engineering materials and methods of construction; special requirements of federal aid projects; principles of project management; principles of roadway operations analysis; project funding sources and mechanisms; and the fundamentals of effective public involvement.
Skill and ability to : design civil engineering projects; perform complex calculations; prepare plans specifications and cost estimates; effectively communicate in both oral and written form; establish and maintain effective and collaborative working relationships with engineers planners developers regulatory agencies and members of the general public; balance the overall long-term needs of the agency with shorter-term demands and opportunities; engage in creative problem solving and to blend theory with practical application; to plan document and execute a project plan from inception to completion in accordance with project requirements; to function in a lead worker capacity; and operate a computer and engineering related computer software; operate a motor vehicle.
PHYSICALREQUIREMENTS
Operates a motor vehicle and maintains an acceptable driving history; stands; sits for up to 1 / 2 hour; climbs one flight of stairs; stoop position; walks about the work area; walks long distances; bends forward; reaches overhead; lifts / pushes / carries items up to 50 lbs. up to 50 feet; moves carts weighing up to 150 lbs.; operates a keyboard; speaks clearly and audibly; uses rapid mental / hand / eye coordination; reads a 12-pt. font; distinguishes shades and colors; sees with depth perception; hears a normal speech level; discern traffic speeds and equipment noise; may work in areas exposed to heat cold humidity dust smoke vibration noise wet and uneven areas; may use ladders and scaffolding; work with the public sometimes in controversial or adversarial conditions; operate field instruments; may work unusual hours at times and in active construction sites; work inside and outside in typical Willamette Valley weather; deals with uneven terrain and climbing grades and on / around structures; works safely around moving traffic and construction equipment.
PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Student Loans after 120 qualifying monthly payments under a qualifying repayment plan.
