Job description

Introduction

Purpose

The Civil Engineer IV develops transportation engineering design guidelines, details, and standards to achieve the City’s goals of reducing reckless driving and making streets safer and more enjoyable for people to walk, bike, take transit, and drive.

Essential Functions

Design Review and Right-Of-Way Oversight

  • Provide design review and approval for all street-design projects impacting the City’s right-of-way.

Interagency Coordination and Design Liaison

  • Serve as the design liaison lead and represent the City and the DPW on projects located in the City of Milwaukee which are led by sister agencies, including Milwaukee County, the Milwaukee County Transit System, the Wisconsin Department of Transportation, the Milwaukee Metropolitan Sewerage District, and other City departments and private utilities.
  • Oversee the City’s street-design standards and ensure they are reflected in projects led by outside entities.

Design Standards, Guidance and Best Practices

  • Review, revise, and develop new design guidance reflecting best practice related to geometric, intersection, and other transportation-related design features.
  • Participate in peer agency and national organization discussions on transportation design to support safe speeds and the accommodation of all users on Milwaukee’s streets.
  • Promote consistent understanding and application of the city’s design guidance and standards among staff and consultants.

Project Management and Grant Administration

  • Serve as project lead for federal, state, and local funded grant projects, overseeing the preparation of project plans, specifications, estimates, and contract documents.
  • Train and assist staff in the project management process for federal, state, and local-funded grant projects.

Staff Training

  • Lead, guide and train staff in various design-related software programs.

Conditions of Employment

Minimum Requirements

  • Bachelor’s Degree in Civil Engineering from a school of engineering accredited by the Accreditation Board for Engineering and Technology (ABET) or verified equivalency.
  • Four years of full-time professional civil engineer experience related to transportation and street design.
  • Valid driver’s license at time of application and throughout employment.

Equivalent combinations of education and experience may be considered.

Desirable Qualifications

  • Registration as a Professional Engineer (PE).

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Proficient in engineering design programs such as AutoCAD, MicroStation, Civil 3D, and/or AutoTurn
  • Ability to read and review project plan sets, specifications, and estimates
  • Knowledge of the principles and practices of civil engineering as they relate to the planning and design of transportation and mobility improvements
  • Knowledge of and ability to effectively use design guidance materials from the National Association of City Transportation Officials (NACTO), the Manual on Uniform Traffic Control Devices (MUTCD), the American Association of State Highway Transportation Officials (AASTHO), and the WisDOT Facilities Design Manual (FDM)
  • Knowledge of national and international best practices related to transportation planning and design that support safe streets, walking, biking, and transit use
  • Knowledge of state and federal transportation grant/aid programs
  • Proficient in Microsoft Office and the ability to work with other computer application/systems.
  • Strong math skills, including algebra, geometry, and trigonometry.
  • Knowledge and understanding of project management principles.
  • Knowledge of business management principles.

Communication and Interpersonal

  • Ability to foster trust through clear, timely communication with residents, officials, and community representatives.
  • Verbal communication skills to provide clear instructions and present information to employees, the public, and officials.
  • Ability to build and maintain effective relationships with the public, contractors, officials, co-workers, and management.
  • Strong written communication skills to draft business correspondence, technical reports, and studies.
  • Effective listening and negotiating skills to work with contractors, officials and the public.
  • Ability to collaborate for successful project completion in the best interest of the City.

Current Salary

The current salary range (Pay Range 2NX) is $102,506-$123,106 annually, and the resident incentive salary range for City of Milwaukee residents is $106,606-$128,030 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

In accordance with the City of Milwaukee Salary Ordinance, an employee with a Professional Engineer License will be paid an additional 3%.
