Under the supervision of Criminal Justice Program Manager, the Tribal Liaison will be a vital link between the Women’s Justice Programs (WJP) and Native American tribes or Indigenous communities. This role involves building and maintaining positive relationships with tribal leaders, community members, and other key stakeholders. The Tribal Liaison works collaboratively to ensure effective communication, cultural understanding, and cooperation between WJP and the tribal entities. They function as a bridge, advocating for tribal interests within WJP while also representing WJP mission and goals to the tribes. The Tribal Liaison must possess strong interpersonal, diplomatic, and communication skills, along with a deep understanding and appreciation for Native American cultures and traditions.

POSITION SPECIFIC DUTIES & RESPONSIBILITIES :

  • Develops and implements initiatives to increase WJP awareness to tribal community entities in Tulsa and surrounding contiguous counties.
  • Responsible for developing and coordinating referral services with tribal judiciary, the Attorney General’s office, defense attorneys and Tribal communities in Tulsa and surrounding contiguous counties requiring services provided through WIR, WJT and PIO. Build capacity through developing and administering training. Facilitates discussion to gather input on specific Tribal needs and services.
  • Provide educational opportunities and conduct trainings for tribal court personnel, community members and stakeholders about the scope of services available through WJP and the greater FCS agency,
  • Foster positive relationship with community advocacy and tribal leaders, tribal governments, community members, and other relevant stakeholders that lead to collaborations.
  • Develop a deep understanding of Native American cultures, traditions, and historical contexts to ensure respectful and effective communication.
  • Establishes and maintains effective communication and interaction between tribal court staff, correctional staff, supervision personnel and treatment staff. Serves as a key participant in outreach in courts and court partners for WJP Clients.
  • Provides advocacy for WJP clients at court appearances to assist with continuum of treatment based on clinical recommendations.
  • Acts as a mediator between the criminal justice system, the WJP program and the client. Bridges the tribal justice system with the mental health and substance abuse systems and manages cross-system interactions.
  • Provides tracking, outreach, and advocacy to post discharge court reviews to ensure client / graduate is receiving the best possible outcome / sentencing within tribal justice system.
  • Attends interdisciplinary team meetings and case conferences.
  • Stays current on new arrests, and offenses WJP participants and graduates and provides ongoing outreach and advocacy when new offenses arise.
  • Serve as the primary point of contact and advocate for tribal interests within WJP. Communicate organizational goals, initiatives, and policies to tribal entities in a clear and culturally sensitive manner.
  • Facilitate collaborative efforts between WJP and tribal communities, the Judiciary, Attorney General’s Office and defense attorneys to identify opportunities for cooperation, partnership, and mutually beneficial outcomes.
  • Work with Muskogee Creek Nation, Cherokee Nation, and other Tribal communities to develop and implement referral pathways for women within the adult court system.
  • Assist in the design, development, and implementation of services for women and children in the Tulsa County Juvenile ICWA Deprived Docket.
  • Provide expert advice and guidance to WJP on tribal affairs, tribal sovereignty, and federal Native American policy. Consult with tribal entities on matters affecting their communities and interests.

  • Monitor legislation, regulations, and policy developments at the tribal, state, and federal levels that may impact tribal communities. Assess and communicate potential impacts to WJP leadership
  • Collaborate with various departments within the organization to ensure tribal perspectives and concerns are considered in decision-making processes, policies, and programs.
  • Assist with the identification for federal, state and community grants in partnership with Tribal agencies. Assist with the preparation of written proposals to identified organizations as well as the fulfillment of reporting requirements.
  • Serves on local and rural community coalitions that impact program implementation in tribal communities.
  • Foster relationship with jail administrators and criminal justice entities in rural contiguous counties serving Indigenous women for jail in reach and reentry services.
  • Maintain accurate records of interactions, agreements, and initiatives with tribal entities. Prepare regular reports on tribal liaison activities, accomplishments, and challenges.

Education :

  • Bachelor's Degree in related field is required.
  • Bachelor’s degree in such as Native American Studies, Tribal Relations, Political Science, Social Sciences, or a related discipline preferred.
  • Master's degree preferred.
  • EXPERIENCE :

  • Previous experience working in a tribal liaison, government relations, or community engagement role is highly desirable.

  • Knowledge of applicable federal, state, tribal laws, regulations, and requirements.
  • Extensive knowledge and understanding of Native American cultures, traditions, and history. Familiarity with tribal governments, federal Native American policy, and tribal sovereignty.
  • Strong interpersonal skills with the ability to build rapport, establish trust, and maintain positive relationships with tribal leaders, community members, and stakeholders.
  • Diplomatic and tactful approach to handling sensitive issues and conflicts, with demonstrated mediation and conflict resolution skills.
  • Knowledge of legislative and regulatory processes, as well as policy analysis skills to assess the impact of proposed policies on tribal communities.
  • Strong leadership and management skills
  • Ability to work independently and manage multiple tasks simultaneously
  • Proficiency in Microsoft Office and property management software
  • CERTIFICATIONS / LICENSES :

  • Must possess a valid Driver License and satisfactory driving record and use personal automobile to travel to locations other than primary office. Proof of automobile insurance required.

    Family & Children’s Services works to heal hurting and abused children, strengthen families, and provide hope and a path to recovery for those battling mental illness and addiction. You will be working in an innovative and dynamic environment using a new transformative model of care Certified Community Behavioral Health Clinic (CCBHC). This model is characterized by innovative, team-based approach and whole person care for adults and children with a range of complex mental health and substance use challenges.
