General Definition of Work
The student planning & outreach specialist, under general supervision, performs complex work with limited decision-making discretion analyzing land-use growth trends, development impact studies, and regional land-use growth scenarios to be used for the purposes of school enrollment forecasting and outreach planning. Position collaborates to efficiently coordinate and implement the school of choice lottery process and magnet programs. Employee performs district-level work to carry-out Board of Education policies under the direction of the Director of Student Planning and Outreach.

The normal place of work is on the premises used by Charlotte-Mecklenburg Schools. Charlotte- Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.
Essential Functions
- Adhere to all state, federal, and local laws, policies, and procedures
- Develop, conduct, and revise planning studies including land-use growth trends, regional land-use growth scenarios, demographic research, market analyses, site assessments, and development impact studies
- Collaborate to develop plans with a focus on understanding land-use changes to predict student enrollment
- Provide technical expertise for short- and long-term space planning for both academic and non-academic facilities
- Represent the organization in joint-use agreements, zoning discussions, and land-use planning activities with city, town, and county governments
- Prepare impact memos for proposed zoning changes and rezoning petitions, providing detailed insights to municipal planning departments
- Maintain consistent, accurate, and reliable internal datasets to inform decision-making
- Assess immediate, intermediate, and long-term facility impacts
- Administer current and historical GIS data and applications, including the implementation and maintenance of ArcGIS Enterprise
- Participate in planning projects by collaborating with intergovernmental teams, analyzing community needs, and generating detailed maps to support strategic decision-making related to student enrollment
- Organize and lead facility planning meetings with internal and external stakeholders to address immediate, intermediate, and long-term facility impacts
- Monitor and support the implementation of magnet programs through school visits, data analysis, identifying program needs, and planning staff development activities
- Implement the choice lottery process to ensure transparency, fairness, and accuracy in student selection for specialized programs
- Plan and coordinate lottery processes, program events, and community engagement to increase transparency and stakeholder trust
- Complete local, state, or federal surveys and reports accurately and promptly
- Prepare reports, memos, presentations, standard operating procedures, process maps, and other correspondence as requested
- Facilitate community engagement events to address concerns, gather input, and build stronger relationships with the community
- Participate in professional development and other meetings
- Create an inclusive environment with positive communication / public relations
