About the Indiana State Personnel Department (INSPD) :
As an agency operating a shared services model, we provide the executive branch of state government with top-notch Human Resources services. INSPD has a dedicated team of human resources professionals working in many capacities, including director-level, generalists, and specialists in each discipline of human resources. Role Overview :
The Director of Compensation & Organizational Design is responsible for leading the development, implementation, and management of the State of Indiana’s classification system and compensation programs, policies, and procedures. This role ensures that our organizational practices are competitive and aligned with the strategic objectives of the State. The Director of Compensation & Organizational Design will work closely with leadership at all levels of State government to design and execute effective compensation strategies that attract, retain, and motivate top talent.
Some essential functions of this position may be performed onsite at the agency’s worksite or other assigned worksites while some essential functions of this position may be eligible for work from home authorization in accordance with policy. Remote work authorization is not automatic and is dependent upon operational needs and agency approval.
This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and / or paid leave taken to receive their base biweekly salary.
Salary Statement :
The salary for this position traditionally starts at $93,002.00 but may be commensurate with education or work experience.
A Day in the Life :
The essential functions of this role are as follows :
- Oversees the administration of the State of Indiana’s classification system and compensation programs, policies, and procedures.
- Develops and implements comprehensive compensation strategies that support the State’s talent management goals.
- Leads market research and compensation benchmarking to regularly evaluate the State’s compensation positioning.
- Represents the Indiana State Personnel Department in compensation related matters.
- Partners with HR Directors and agency leaders to understand business needs and develop compensation solutions.
- Recommends and implements changes to the State’s classification system and compensation programs based on market trends, business needs, and regulatory requirements.
- Provide guidance and support to facilitate the professional growth and performance of the Compensation and Organizational Design team.
- Manages and develops strategic compensation analyses and initiatives.
- Manages escalated classification and compensation needs and oversees the approval or denial of all classification and compensation requests.
- Prepare and present reports on compensation trends, competitiveness, and program effectiveness.
- Collaborates with HRIS team to identify system improvements and enhancements and recommend and implement solutions, including configuration and acceptance testing.
- Manages relationships with external vendors, such as compensation consultants and survey providers, to support compensation decision-making and to ensure participation in industry surveys.
- Review and evaluate organizational effectiveness, goal determination, and strategic planning, etc., makes recommendations for improvement.
- Develop and coordinate plans and policies, resources, and mission as well as goals, vision and expectations of agency or program.
- Provide guidance to agencies and the public regarding applicable laws and rules.
- Supervise subordinate personnel including hiring, determining workload, and delegating assignments, training, monitoring, and evaluating performance, and initiating corrective or disciplinary action.
- Monitor agency or program budget including revenues, expenditures, and budget projections.
- Communicate with news and other media. responds to media questions or requests in an appropriate public relations manner.
- Coordinate with other government officials on planning issues (i.e. federal and / or state agency directors, etc.).
- Coordinate, review and evaluate the use of appropriate controls and standards for the agency.
