Job Summary :

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.

This position is located in the Payroll and Benefits Department, Office of Finance, Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The purpose of the Office of Finance is to provide financial management services to Leadership, Members, Committees, Officers, and Offices of the House. The Payroll and Benefits Department is responsible for the administration of staff payroll and benefits in accordance with applicable laws, rules, and regulations. This position serves as the Compliance Analyst.

Key responsibilities include the calculation from gross to net of payroll processing along with performing a broad range of analyses of payroll and benefits data, processes and balancing payroll files and reports, policies, regulations, and laws affecting payroll and benefits; and performing additional tasks as needed.

Grade level at time of appointment is determined by experience and designated level of responsibility. The position does not have day-to-day supervisory / managerial responsibilities.

Primary Duties / Responsibilities :

  • Conducts complex data analyses, presents analytical findings and / or trends in textual and graphical formats, and recommends actions based on findings. Analyzes financial data, processes, systems, policies, regulations, and / or laws affecting payroll and benefits.
  • Processes and balances the payroll including uploading deduction files, performing calculations and variance analysis of the payroll, running programs, creating reports to valid the payroll, reversing actions to correct payroll data.
  • Coordinates, organizes, implements, administers, and oversees projects, some of which may be sensitive and confidential, as well as programs (e.g., Workers Compensation, Unemployment Compensation, Transit Benefits, etc.). Manages and processes Workers Compensation and Unemployment Compensation claims and completes financial reporting in accordance with applicable laws, rules, and regulations.
  • Evaluates and makes recommendations to the Director and senior leadership on project and procedure proposals for the CAO, Committee on House Administration (CHA), and other House offices. Supports service teams in defining, planning, and implementing new projects and initiatives to achieve specific business objectives.
  • Prepares, processes, and verifies data and financial transactions in accordance with established policies and procedures, using financial systems / software to research and troubleshoot transactions for completeness and accuracy. Provides guidance and training to others on coding and entry of transactions into financial systems / software.
  • Performs Human Resources Information System (HRIS) reconciliation and reporting relating to the student loan program, as well as billing and collections. Identifies and processes reconciliations / corrections to deductions, collects back money, and relays information.
  • Completes supplemental dental and vision reviews, reconciliation, and reporting to Long Term Care.
  • Provides consultative solutions in response to customer inquiries. Advises and provides support to internal and external customers; ensures customers receive quality advice and solutions. Reconciles billing files and interfaces with vendors.
  • Coordinates with auditors and audit personnel; responds to audit inquiries, implements audit recommendations, and ensures records and information comply with appropriate audit findings. Interprets and applies auditing standards to work being performed as needed / appropriate.
  • Develops and documents standard operating procedures.
  • Manages projects to support operational initiatives, team activities, and ongoing strategic programs.
  • Ensures projects and proposals comply with appropriate procurement and purchasing guidelines and regulations issued by the CHA, the CAO, and the Office of Acquisitions Management.
  • Performs other official duties and special projects as assigned. May be responsible for supervising contracted staff or leading project teams (for a discrete period of time) comprised of permanent and / or contracted staff.

    Minimum Qualifications :

  • 5+ years of experience serving as a management analyst, program analyst, or financial analyst for a federal agency and / or corporation.
  • 3+ years of experience working in accounting, payroll, and / or benefits. Knowledge of payroll processing from calculating payments to balancing taxes / deductions.
  • Experience with HRMS, HRIS, or payroll software systems
  • Preferred Qualification s :

  • Bachelor's Degree in Human Resources, Business Administration, Finance, or Economics preferred; specialized experience can be substituted.
  • Relevant certifications such as Certified Payroll Professional (CPP) or comparable professional certification preferred.
  • Continued employment is contingent upon satisfactorily completing a criminal history records check (or other applicable security clearance) and a pre-employment drug-test (pre-identified position only).
