Brown and Caldwell has an immediate opening for a Mid-Level Environmental Compliance and Permitting Specialist to join our Compliance and Permitting team based in New England. We are seeking a motivated, achievement-oriented individual who is actively engaged in multi-media permitting and operational compliance in primarily New England states. This person can help us fulfill our commitment to deliver client success on each and every project we undertake. You will work with nationally recognized, senior technical staff, as well as have the opportunity to provide technical mentorship to more junior staff.

We are looking for a candidate with strong verbal and written communication skills, exceptional organizational abilities, and the ability to manage multiple tasks with competing deadlines. This role offers a chance to mentor and lead more junior technical staff while making a significant impact on environmental management and regulatory compliance. In this role, your primary responsibilities will include technical support, project delivery and engagement with permitting and compliance clients (both private sector and municipal). Occasional travel may be required.

In this role, you will take the lead in managing and delivering environmental permitting and compliance projects for both public and private sector clients. Your focus will be on stormwater management, spill prevention, and operational regulatory compliance, with opportunities to contribute to business development initiatives and cultivate strong client relationships.

Additional job responsibilities are as follows :

  • Lead stormwater permitting and regulatory compliance efforts.
  • Develop Stormwater Pollution Prevention Plans (SWPPPs) and Notices of Intent (NOI) for regulatory submissions.
  • Serve as the technical lead for Spill Prevention Control and Countermeasure (SPCC) compliance, including performing SPCC inspections, evaluations, and developing compliance plans.
  • Prepare Emergency Planning and Community Right-to-Know Act (EPCRA) Tier II and TRI calculations and reports.
  • Support a wide variety of environmental compliance and permitting tasks, including site investigations, environmental assessments, and multi-media permitting applications.
  • Prepare written reports and technical memorandums to document analyses, findings, and recommendations for client projects.
  • Participate in client and internal meetings to track project progress, discuss next steps, and ensure alignment with client expectations and regulatory requirements.
  • Delegate and oversee the work of more junior technical staff, ensuring project milestones are achieved on time and within budget.
  • Collaborate on business development efforts to position the firm for new opportunities, pursue potential clients, and manage ongoing client relationships.

Required Skills and Experience :

  • Bachelor's degree in Engineering (e.g., Civil, Environmental, Chemical, Material Science) or Science (e.g., Atmospheric, Environmental, Meteorological, Chemistry, Toxicology, Data Science) required.
  • A minimum of 8 years of directly applicable experience as described above.
  • Knowledge of local, New England state, and federal regulations required.
  • Experience in multi-media compliance and permitting required. Experience with project siting a plus.
  • Previous experience communicating with clients and regulatory agency staff a plus.
  • Excellent technical skills with the ability to articulate ideas and concepts.
  • Candidate will have strong verbal / written communication skills and ability to work well independently and in team environments.
  • The candidate should have the ability to successfully collaborate with BC's local, regional, and national Compliance and Permitting practitioners
  • Highly responsive, capable of working in a diverse team environment and handling multiple tasks with competing priorities.
  • Positive, can-do attitude, flexible and self-motivated.
  • Ability to work in a virtual environment across multiple company teams.
  • Excellent report writing, computer (MS Word, Excel, PowerPoint, Outlook) and project / task management skills required; experience with MS Project a plus.
  • Capable of producing high quality products on schedule and within budgets.
  • Periodic travel is anticipated.
  • Salary Range : The anticipated starting pay range for this position is based on the employee's primary work location and may be more or less depending upon skills, experience, and education. These ranges may be modified in the future.

    Salary :

    Location B : $79,000 - $108,000
