Job description

Construction Inspection Specialist (Flex Staff)

CDM Smith is looking for Inspectors to provide independent, professional construction inspection and oversight of federal construction projects with agencies such as USACE, AFCEC, and NAVFAC. This is a pipeline requisition for future projects. The construction inspection specialist documents inspection findings and communicates issues to project leadership. The role requires applying broad professional knowledge of construction practices to meet client needs, clearly communicating project progress and issues to diverse functional teams and project leadership, and ensuring projects are delivered successfully, safely, and in compliance with applicable requirements. Work is performed independently under limited supervision.

Job duties include :

  • Conducting on-site inspections of construction, rehabilitation, and maintenance projects as well as related civil structures (roads, dams, bridges, facilities, utilities, etc.) to verify compliance with approved design specifications, industry standards, safety codes, and applicable federal regulations.
  • Documenting inspection results inclusive of deficiencies, deterioration, structural condition, deviations between design and execution of construction, required corrective actions and any needed sampling.
  • Reviewing contractor submittals, RFIs, shop drawings, and material certifications in coordination with engineers and project management teams.
  • Monitoring construction progress, preparing and maintaining detailed daily reports, deficiency notices, project status reports, and technical recommendations.
  • Inspecting and verifying construction materials and testing processes (concrete breaks, compaction testing, welding / joint inspections, pressure testing, etc.) to ensure compliance with specifications and standards.
  • Overseeing and coordinating field construction related services on projects, enforcing adherence to safety, environmental, quality control, and permitting requirements.
  • Conducting site investigations, reviewing relevant data including maps, reports, test results, drawings and others as required.
  • Participating in pre-construction meetings, design reviews, technical assessments, safety meetings, and project closeout / punch list activities.
  • Ensuring compliance with guidelines and regulations including permits, safety etc. and delivering technical files and other technical documentation as required.
  • Developing, training, and mentoring junior construction professionals, providing technical direction, and serving as a liaison between contractors, engineering staff, and client.

Minimum qualifications include :

  • High school diploma.
  • At least 5 years of relevant construction experience. Domestic travel is required. Overseas travel is also possible.
  • Preferred qualifications include :

  • Prior federal or DoD project experience (NAVFAC, USACE, or Air Force CE) is highly desirable.
  • Experience in vertical (facilities / buildings) and horizontal (utilities, waterfront, airfield, infrastructure) construction is desired.
  • Knowledge of federal acquisition and contracting practices.
  • Familiarity with UFGS specifications, UFC design criteria, and EM manuals.
  • Familiarity with electronic systems such as eCMS, RMS / QCS, or other QA tools.
  • OSHA 30-Hour Construction Safety and Health.
  • Construction Quality Management (CQM) for Contractors.

    Skills and abilities include :

  • Must be a U.S. citizen.

  • Demonstrates knowledge and understanding of the construction process for large commercial, municipal or federal projects.
  • Strong organizational skills to balance and prioritize work.
  • Excellent attention to detail.
  • Familiar and comfortable to work on computers / tablets / phones.
  • Strong technical writing and oral communication skills and ability to interface with contractors, engineers, and federal clients.
  • Ability to work with multiple stakeholders.
  • Ability to work independently in field conditions with minimal direction.
  • Good interpersonal skills to cultivate relationships with colleagues, customers, and partners.
  • Background check and drug testing information :

    CDM Smith reserves the right to require background checks including criminal, employment, education, licensure, etc. as well as credit and motor vehicle when applicable for certain positions. In addition, CDM Smith may conduct drug testing for designated positions. Background checks are conducted after an offer of employment has been made in the United States. The timing of when background checks will be conducted on candidates for positions outside the United States will vary based on country statutory law but in no case, will the background check precede an interview. CDM Smith will conduct interviews of qualified individuals prior to requesting a criminal background check, and no job application submitted prior to such interview shall inquire into an applicant's criminal history. If this position is subject to a background check for any convictions related to its responsibilities and requirements, employment will be contingent upon successful completion of a background investigation including criminal history. Criminal history will not automatically disqualify a candidate. In addition, during employment individuals may be required by CDM Smith or a CDM Smith client to successfully complete additional background checks, including motor vehicle record as well as drug testing.

    Pay range minimum : $27.30.

    Pay range maximum : $54.60.

    Additional compensation : All bonuses at CDM Smith are discretionary and may or may not apply to this position.

    Work location options : Successful candidate will be required to work 100% in the field locations.

    Driver's license requirements : An appropriate and valid driver's license is required.
