This is a professional and administrative position with the Housing and Urban Planning Division. This position manages the administration and compliance of the HOME Investment Partnerships Program (HOME) and Davis Bacon Program for Broward County. The Housing Contract / Grant Administrator Senior is responsible for the daily administration and oversight of the HOME Program including program planning compliance financial management contract administration and sub-recipient monitoring.

General Description

Performs supervisory work in initiating coordinating and administering assigned programs or projects involving public sector procurements and contract grant or lease administration.

Works independently under limited supervision reporting major activities through periodic meetings.

Minimum Education and Experience Requirements

Requires a Bachelors degree from an accredited college or university with major coursework in public or business administration or closely related field.

(One year of relevant experience may be substituted for each year of required education.)

Requires four (4) years in procuring managing and / or monitoring contracts grants and / or leases or closely related experience including six (6) months lead work experience.

SCOPE OF WORK

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

  • Prepare review modify and process exhibits agreements and amendments for the HOME Program. Review sub recipient policies and procedures to ensure consistence with agreements and HOME Program compliance.
  • Review CHDO project applications for eligibility accuracy and compliance in accordance with applicable federal regulations and certifications / recertifications.
  • Review billings client files with supporting backup documentation and monthly / quarterly progress reports for accuracy. And verify all documents are received and processed in a timely manner in accordance with applicable agreements and federal regulations.
  • Provides Technical Assistance to subrecipients non for profits and internal and external providers and assures that they are compliant with all applicable local and federal regulations.
  • Records and maintains program files for eligibility accurate beneficiary data reporting requests for reimbursement and related statistical and fiscal information and other regulatory documentation required for project.
  • Coordinate HOME Consortium meetings.
  • Monitor HOME contractual agreements to ensure compliance with grant regulations and policies timely progress and completion.
  • Provides HUD relevant data or reports to appropriate staff and assists with the annual grant application cycle from subrecipients.
  • Maintain and update Standard Operating Procedures for the HOME Program.
  • Labor compliance. Make sure Davis-Bacon and Related Acts and Section 3 regulations are adhered to on all relevant projects along with creating boilerplates and wage determinations attend pre-bid and pre-construction meetings and inform cities and contractors about the requirements for labor compliance evaluate payrolls advertisements and all other documentation related to labor on a project. Responsible for making sure that all cities and contractors comply with the agreements and HUD regulations.
