Job description

Lawrence Berkeley National Lab's (LBNL) Facilities Division, Operations Subcontract Management team has an opening for a Maintenance Contract Manager to join the team.

The Maintenance Contract Manager (MCM) oversees Facilities Division maintenance services and projects, reporting to the Operations Subcontract Management (OSM) Supervisor. The MCM manages multiple contracts, working with various stakeholders to support Berkeley Lab's mission. Responsibilities include coordinating contractor activities, ensuring safety, compliance, quality control, cost management, and risk mitigation throughout the project lifecycle. The MCM also leads the maintenance, inspection, and repair of critical infrastructure, develops long-term maintenance plans, monitors program progress, and fosters continuous improvement. Additionally, the MCM supports OSM construction management projects.

What You Will Do :

  • Strategic Maintenance Planning & Execution : Lead long-term preventative maintenance, inspection, and repair schedules, aligning with Facilities Division goals and ensuring timely, compliant completion. Oversee CMMS (Maximo) utilization, system improvements, data tracking, and compliance.
  • Subcontractor & Supplier Management : Manage subcontractor performance, ensuring quality, scope adherence, and safety. Oversee evaluation, selection, contracts, performance reviews, and continuous improvement in collaboration with Procurement.
  • Safety & Compliance Leadership : Ensure adherence to LBNL and DOE Health and Safety policies, develop safety standards, manage risk and hazard control, and oversee inspections and regulatory compliance.
  • Stakeholder Collaboration & Communication : Lead communication with internal / external stakeholders, ensuring proactive updates on project status, schedules, and safety.
  • Operational Oversight & Resource Management : Oversee daily maintenance, ensuring resource efficiency, coordinating equipment access, and minimizing disruptions.
  • Project & Contract Management : Guide project planning, including schedules, cost estimates, RFIs, change orders, and ensure safety, performance, and budget goals. Manage project documentation and handovers.
  • Data-Driven Project Management & Continuous Improvement : Use data to optimize project execution, review work orders in Maximo, and drive continuous improvements in schedules, estimates, and processes.
  • Team Leadership & Development : Lead and direct maintenance teams, implement performance metrics, and foster professional development and continuous improvement.

What is Required :

  • G62.3 - Bachelor's degree in Facility Management, Engineering, Business Management, or a related field and a minimum of five (5) years of relevant experience, or equivalent 9 years of professional experience.
  • G62.4 - Bachelor's degree in Facility Management, Engineering, Business Management, or a related field and a minimum of eight (8) years of relevant experience, or equivalent 12 years of professional experience.
  • Experience managing, coordinating, and scheduling facilities maintenance activities on critical equipment (e.g., elevators, cranes, roll-up doors, generators).
  • Demonstrated ability to manage subcontractors and coordinate multiple stakeholders.
  • Experience with procurement processes, including reviewing contractor submittals and managing contracts.
  • Experience with CMMS software (e.g., Maximo).
  • Experience developing and evaluating procedures, analyzing work requirements, and developing collaborative solutions using advanced technical skills and knowledge.
  • Deep knowledge of applicable federal, state, and local building and safety codes (including California Building Codes, UBC, and Fire Code) with demonstrated experience in plan checks and compliance reviews.
  • Working knowledge of regulations related to asbestos abatement (EPA & Cal / OSHA), and major environmental mandates (RCRA, Clean Air Act, Clean Water Act, CERCLA, AHERA). Understanding of biological and chemical hazards.
  • Knowledge of construction safety practices (OSHA, NEC, etc.) and facilities management principles, preferably in a research or academic environment.
  • Ability to build and maintain effective working relationships with diverse internal and external stakeholders (engineers, clients, craftspeople, contractors, inspectors, regulatory agencies).
  • Strong written and verbal communication skills, including the ability to write and interpret equipment specifications and customer requirements.
  • Ability to analyze project plans and specifications, identify potential risks or issues, and propose mitigation strategies.
  • Leadership skills to manage subcontractors, coordinate work activities, and achieve project objectives. Demonstrated ability to take initiative, exercise sound judgment, and provide effective solutions.
  • Ability to demonstrate a commitment to safety, quality, and continuous improvement in all aspects of facilities management.
  • Ability to drive to job sites and conduct job walks.
  • Able to climb stairs, ladders, and scaffolds, and work at heights.
  • Ability to walk up and down steep hills
  • Ability to work in confined spaces, around rotating equipment, and under fluorescent lights.
  • Ability to bend, stoop, kneel, crawl.
  • Manual dexterity in both hands.
  • Must use protective clothing, safety equipment, and respirators when required.
  • Ability to lift 40 lbs. to chest height.
  • Desired Qualifications :

  • Advanced degree in Facility Management, Engineering, or Business Management and Facilities Management Certification.
  • Advanced knowledge of procurement, contracts, ISM principles, and meeting stakeholder expectations while maintaining compliance within a government or DOE facility.
  • Experience leading teams on technical problem-solving efforts.
  • Experience managing, coordinating, and scheduling facilities maintenance activities on critical equipment in highly complex government, institutional, or industrial buildings.
  • Knowledge of Department of Energy Orders pertinent to environment, health, and safety protection.
  • Notes :

  • This is a full-time, career appointment (monthly paid), exempt from overtime pay.
  • This position will be hired at a level commensurate with the business needs and the skills, knowledge, and abilities of the successful candidate.
  • The Maintenance Contract Manager position is expected to pay $135K - $153K annually, which fits into the full range of $107,364 - $181,200 for the job classification of G62.3.
  • The Maintenance Contract Manager position is expected to pay $156K - $171K annually, which fits into the full range of $127,884 - $210,732 for the job classification of G62.4.
