Position Overview :

The Senior Project Controls Manager will spearhead the implementation and refinement of cost engineering and project controls methodologies for utility-scale solar projects. This role involves leading efforts in cost management, scheduling, risk assessment, and reporting to ensure timely, on-budget project delivery. The position requires not only deep technical knowledge but also a capability to coach and train project teams on industry best practices. The role emphasizes the integration of cost and schedule management into project execution strategies and drives improvements in compliance, performance, and stakeholder communication.

Job Duties :

Project Controls Leadership

  • Define and integrate core project control processes aligned with Total Cost Management (TCM) principles to improve project predictability and success.
  • Establish performance standards for cost and schedule management across diverse project phases, ensuring alignment with enterprise goals.

Cost Management & Budgeting

  • Develop robust project cost structures, including detailed classifications (e.g., direct / indirect costs, fixed / variable costs) for enhanced financial oversight.
  • Conduct lifecycle cost analyses and economic evaluations to balance initial investments against long-term operational costs.
  • Evaluate project contingency requirements using probabilistic and deterministic methods.
  • Scheduling & Planning

  • Oversee the creation and maintenance of detailed, resource-loaded schedules in Primavera P6, integrating critical path analysis, risk-adjusted scheduling, and advanced forecasting techniques.
  • Incorporate work breakdown structure (WBS) frameworks into schedule development to ensure clarity in deliverables and execution strategies.
  • Risk Management

  • Perform comprehensive risk assessments, identifying potential uncertainties and their impact on project scope, costs, and schedules.
  • Develop contingency action plans, applying quantitative risk analysis to ensure adequate mitigation measures are in place.
  • Training & Support

  • Mentor and train cross-functional teams, imparting expertise in core cost engineering principles, including value management, risk evaluation, and the integration of cost and schedule baselines.
  • Facilitate knowledge sharing on cost classifications, escalation factors, and resource optimization strategies.
  • Reporting & Analytics

  • Prepare detailed reports capturing project performance, including earned value analysis, cost / schedule variance analysis, and forecasting insights.
  • Utilize data visualization tools (e.g., Power BI) to communicate complex information effectively to diverse stakeholders.
  • Collaboration & Communication

  • Collaborate with project managers, safety teams, and other stakeholders to align on project objectives, ensuring seamless project execution.
  • Represent project controls in client meetings, addressing compliance, financial tracking, and progress updates.
  • Process Improvement

  • Lead initiatives to enhance project controls systems, incorporating continuous improvement frameworks and lessons learned from previous projects.
  • Ensure cost and quality considerations are integrated into all stages of the project lifecycle, using systematic methodologies like Plan-Do-Check-Assess (PDCA).
  • Compliance & Documentation

  • Guarantee adherence to internal policies and industry standards, including those governing cost and risk management.
  • Establish and maintain organized documentation for audits, project reviews, and knowledge repositories.
  • Requirements : Qualifications :

  • Bachelor’s degree in Construction Management, Engineering, Business Administration, or a related field.
  • 8-10 years of progressive experience in project controls, with at least 5 years in a senior or managerial role.
  • Advanced proficiency in project controls tools like Primavera P6 and Microsoft Excel, with familiarity in Power BI for analytics.
  • Deep understanding of cost engineering methodologies, including economic analysis, resource management, and risk mitigation techniques.
  • Proven experience managing the full lifecycle of utility-scale solar projects, including EPC contract oversight.
  • Strong interpersonal and leadership skills, capable of mentoring and driving consensus among cross-functional teams.
  • PMP certification or equivalent preferred; advanced knowledge of NEC codes and OSHA regulations is advantageous.
  • Preferred Experience :

  • Specific experience working on utility-scale solar projects, including experience with EPC contracts and construction phases.
  • Experience with risk management strategies and mitigation plans for large, complex projects.
  • Strong financial management background, with experience in tracking and forecasting project costs and cash flows.
  • Physical Requirements :

  • May be regularly required to stand, sit, talk, hear, reach, stoop, kneel, and use hands and fingers to operate a computer, keyboard, and telephone, along with other general office equipment.
  • Close vision abilities required due to computer work.
  • Light to moderate lifting / carrying of 25 lbs may be required.
  • Reaching overhead or below.
  • Work environment may include being able to tolerate moderate noise (i.e., business office with computers, phones, printers, light traffic)
  • Ability to work in a confined area.
  • Ability to sit at a computer terminal for an extended period.
