Summary About the Position : Serves as senior Budget Analyst responsible for oversight of cost methodology and implementation of Department of Defense policy associated with pricing U.S. Army Security Cooperation managed training for International Military Student tuition. Responsible to act as the focal point for the resolution of difficult and complex Security Cooperation tuition pricing and those broad reaching matters which impact on the Security Cooperation programs. Responsibilities Analyzes and applies regulatory material and initiates, coordinates and tests system change requests and new releases affecting Security Cooperation International Military Student (IMS) tuition pricing. Advises management concerning pricing systems, data and provides information relative to pricing system operations. Plans and coordinates the development, summarization, and substantiation of complex pricing related to the Security Cooperation training programs. Establishes procedures for pricing new sources and methods of training, working with training providers, their resource personnel, and SATFA training program managers and resource personnel. Initiates, coordinates and tests system change requests and new releases affecting automated pricing and Foreign Military Sales (FMS) case closure systems. Performs the full range of personnel management responsibilities. Plans work to be accomplished, set and adjusts priorities and prepares schedules for completions of work. Assigns and evaluates work. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience : One year of specialized experience which includes utilizing an electronic budget system such as the planning, programming, budgeting, and execution system (PPBES); 2) prepare a variety of reports covering the status of funds, obligation, and expenses; AND 3) advise on budget policy. This definition of specialized experience is typical of work performed at the next lower grade / level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas : Time in Grade Requirement : Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial / probationary period may be required. Direct deposit of pay is required. This is a Term position scheduled to last 13 Mos may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years.
