The Case Manager Specialist is responsible for conducting in-person home visits, assesses the needs of each assigned child and make referrals services for unaccompanied immigrant children released from federal custody. The Case Manager Specialist completes extensive paperwork required by the contract, conducts screenings and assessments, and works with all external partners involved, including government agencies. The Case Manager Specialist will need to travel frequently by vehicle or airplane to visit clients' homes. Duties and Responsibilities : Conduct time-sensitive and thorough home study assessments for potential placements for Unaccompanied Children (UC), including conducting face-to-face interviews with sponsors and other household members, home assessment, and case analysis.Complete a comprehensive and detailed assessment of the sponsor's ability to care for the needs of the child and identify any information that emerges regarding the sponsor, the sponsor's household or the child. Prepare the potential sponsor for the UC's release and educate the sponsor regarding child abuse and neglect, education requirements and provide local resources to the sponsor and UC. Perform ongoing case management with a focus on screening and making appropriate referrals to address child's needs in the following domains : placement safety and stability, education, medical services, individual mental health, legal / immigration proceedings, family stabilization and counseling, substance abuse, youth programing, services related to culture and other traditions, independent living, gang prevention, guardianship, TVAP and child enrichment activities. Conduct culturally and age-appropriate comprehensive assessment in a child centered, trauma-informed manner and documented in an online case management system.Provide crisis intervention services directly, as needed, or connect family to services to ensure minor's safety and well-being in a crisis. Complete individualized needs assessments with UC and sponsor and develop individual service plans. Submit detailed and thorough documentation in accordance with Morrison and ORR requirements. Utilize social work best practices for thorough assessments of a UC's progress and services provided.Carry a caseload of 1 home study and 8 PRS cases. Completes Notice of Concerns (NOCs), per federal policy requirements.Maintain a high standard of record-keeping according to ORR requirements and conducts internal reviews to monitor documentation compliance.Participate in team meetings, staff in-service training and department meetings.Other duties as assigned.Demonstrate a commitment to developing a thorough knowledge and application of the Sanctuary model and other organizational policies & practices. Participate in staff development, in-services, and training related to equity and inclusion in the workplace; model appropriate behaviors; develop, recommend, and implement improvements to business practices with awareness and understanding of the impact in a trauma-informed and culturally diverse organization. Bi-lingual in Spanish and English, written, read and verbal. Must clear a language proficiency test for Spanish.Attained age 21 years or older before first day of employment in position (ORR) 3-year of experience working with youth in a child welfare or social service setting We consider education, training, experience and demonstrated skills. This position requires ORR approval; exceptions to the minimum qualifications require ORR's explicit written approval prior to hire and ORR may require supervision plans and additional training.Preferred Position Qualifications : Experience working with immigrant populations Knowledgeable about family preservation, kinship care, and / or general child welfareExperience writing professional, thorough assessment reports.ORR experience Knowledge of Federal, State and agency regulations. Knowledge of adolescent developmental issues, trauma, abuse and neglect, substance abuse and dependence, delinquency, peer influence, and related group and individual interventions.Other Requirements : Able to work shift hours and days, as assigned. Position may require work outside of usual work hours on occasion.Regular travel via airplane and / or car to visit sponsors and clients in their homesTraveling time accounts for nearly 50% positionTraveling for Post Release Services Case Managers varies. Some cases are located locally, but national travel is required if cases are not available locallyHold a valid drivers' license and must maintain minimum auto insurance policy for driving a personal vehiclePass a criminal history background check though Morrison and a suitability determination investigation through the U.S. Office of Personnel Management.
