Missions

At the interface between the Agency and the territories (network France Renovation', DREAL, DEAL, DDT(M), local authorities and operational partners), the head of the unit "Support to Territories" leads the strategy to support the actors responsible for the instruction and distribution of Anah aids. In a context of transformation of housing renovation policies and evolution of intervention mechanisms, the position aims to ensure:

- national consistency of practices;

- performance of the aid distribution system;

- increase in the competence of territorial networks;

The position has a strong cross-functional leadership, change management and ecosystem animation dimension, in service of the operational deployment of the Agency's priorities. The head of the unit oversees a team of 9 agents with the support of an assistant, under the direct authority of the head of the Service Conseil and Support to Territories (SCAT).

The head of the unit evolves under the direct authority of the head of the Service Conseil and Support to Territories (SCAT).

The main duties of the head of the unit are as follows:

1. Piloting the national strategy of support to territories in the distribution of aids:

- Define and pilot the orientations of the unit in order to accompany the evolution of the distribution modalities of the aids;

- Ensure the managerial piloting of the unit and accompany the development of the skills of the agents.

- Structure and evolve the offer of support to the instructing services and delegating authorities in a logic of performance, simplification and harmonization of practices;

- Impulse and implement the necessary organizational evolutions to respond to the challenges of aid distribution, in a logic of convergence between national and local aids, improvement of the user journey and strengthening of the performance of the distribution system;

- Ensure the quality of service provided to the territories and contribute to the continuous improvement of the user journey;

2. Accompanying the transformation of the instruction professions and strengthening local cooperations:

- Impulse a national dynamic of animation and professionalization of the instructing services;

- Develop the tools, methods and resources favoring the convergence of practices and cooperation between local actors;

- Anticipate the support needs of the territories and propose adapted devices to the challenges of instruction and deployment of aids;

- Pilot, deploy and strengthen the national offer of animation, training and capitalization of good practices related to the distribution of aids;

- Contribute to the conception and evolution of the information systems linked to the distribution of aids.

Profile Sought

Minimum 10 years of experience and a good knowledge of the public policies carried by the Anah and the actors of the private housing are strongly recommended.

Level Bac+5 or equivalent

A solid experience in management and change management is also expected.

Additional Information

Recruitment by:

- Public law contract for a duration of three years;

- Attachment on a contract for a duration of three years for agents holding the public service of the State, the territorial public service or the hospital public service.

Contract of 37h30 per week / 7h30 per day

Rights to 25 annual leave days / 15 RTT

Teleworking: on request, up to 2 days per week

Occasional travel to regions

3. Contribute to the elaboration of intervention policies including regulatory evolutions with an operational aim:

- Participate in the elaboration and operational declination of regulatory evolutions related to Anah aids;

- Secure and harmonize the application of the rules of instruction throughout the territory;

- Contribute to the strategic work of the Agency on the evolutions of the distribution modalities of the aids;

- Contribute to the prevention of risks and the fight against fraud.

- Strengthen regulatory assistance for instructing services

4. Contribute to the strategic piloting of the service and the direction:

- Participate in the definition of the strategic orientations of the service and their implementation;

- Produce analyses, synthesis notes and decision support elements for the direction;

- Pilot transversal projects with a strong territorial impact;

- Represent the service with the internal and external partners of the Agency.
