DOER’s Leading by Example (LBE) division is seeking an Electric Transportation Program Manager to deliverkey management and operational support for the statewide electric vehicle incentive program, Massachusetts Offers Rebates for Electric Vehicles (MOR-EV);provide critical support for LBE fleet electrification and EV charging station deployment programs; and serve as the central electric transportation expert for the Division and Department as a whole. The Program Manager’s work supports the Commonwealth’s clean transportation goals and statewide emissions reduction efforts, including efforts to increase access to EVs in environmental justice communities.The Program Manager will report to the Deputy Director of the LBE Divisionand provide support and expertise to other divisions on transportation policy as needed.
Responsibilities :
MOR-EV Program Management and Oversight
Overseeprogram operations including supervising the externalprogram administrator and other contractors, fielding and coordinating constituent communications, guidingdealer and community outreach and training, and tracking program expenditures andbudget
Support day-to-day MOR-EV program operations (invoicing, appeals, etc.)and reporting
Provide technical and market expertiseand analysis to support evaluation of program progress and performance, data analyses of current and future program impacts,and preparation of various required reports
Assist LBE with MOR-EV strategic planning including tracking metrics and program data, calculating cost-effectiveness, and coordinating with outreach contractor and stakeholders
Collaborate with the MOR-EV team to periodically review and recommend improvements to promote equity, consistency, transparency, and efficiency
Represent LBE and present on LBE and / or MOR-EVat meetings and conferences, coordinate MOR-EV representation at events, and prepare data-driven presentations and materials
Handle high-level inquiries and speaking for the MOR-EV Program In the Director’s or Deputy Director’s absence when requested
Coordinate public affairsincluding appeals resolution, public records requests, constituent tracking support, communications support, and website oversight and updates
Work closely with the Massachusetts Clean Cities Coalition Program Director to ensure EV outreach strategies are effective
LBE Fleet Electrification ProgramSupport
Support the LBE Division in its efforts to transition the state fleet to zero emission vehicles and substantially reduce / eliminate state government transportation emissions
Support LBE efforts to assist state agencies, campuses, and quasi-public authorities in developing plans and strategies to move to zero emission vehicles (ZEVs) and deploy charging infrastructure for fleet, workplace, and public access charging at state facilities
Collaborate with LBE staff and provide technical expertise and other support as needed
Provide technical expertise for LBE grants for EV charging stations
Serve as an advisor on strategic sourcing teams for statewide procurement contracts for EVs and charging stations
Meet with state entities (agencies, campuses, and authorities) as needed to provide guidance on accelerating EV adoption and deploying EV charging stations
DOER Clean Transportation Efforts
Support other DOER divisions and providetechnical expertiseon electric transportation issues, including statewide EV station planning, grid impactsof EVs and charging station deployment, vehicle and EVSE technologies, and innovative strategies to support statewide transportation goals
Stay up to date on the latest information on light-, medium-, and heavy-duty EV markets
Serve as DOER’s lead on a variety of transportation related committees and working groupsand liaison with applicable regional and national clean transportation organizations
Research and provide technical expertise on alternative transportation emissions reduction strategies for vehicles that are difficult to electrify, including alternative fuels, after-market technologies, etc.
Coordinate collaboration across DOER divisions to support policy and program development
Liaison regularly with EEATransportation Policy Advisor to ensure DOER alignment with broader Commonwealth transportation goals and programs
Preferred Qualifications :
Demonstrated knowledge and experience with clean transportation, electric and alternative fuel vehicle technologies and deployment challenges, and electric vehicle charging issues
Basic understanding of the benefits of electric vehicles and state and / or federal programs designed to support their adoption
Ability to establish rapport and maintain harmonious working relations with others
Ability to adjust to new situations to meet emergency or changing program requirements
Ability to exercise sound judgment and discretion in handling confidential information
Ability to coordinate the efforts of others in accomplishing assigned work objectives
Extensive knowledge of Microsoft Office tools, primarily Word, Excel, and PowerPoint
Ability to prepare charts, graphs, and tables
Results-oriented self-starter with the ability to work independently with limited direct supervision, including the ability to prioritize and meet deadlines
Excellent written and verbal communication skills, including public speaking
Planning and analytical skills, including the ability to prioritize and synthesize information
Proven project management skills to oversee, track, and report on progress and spending
Additional Preferred Qualifications :
Degree in a related field
Familiarity with Massachusetts clean energy landscape, incentives, and climate policies
Basic knowledge of financial analysis methods
Demonstrated interest in and / or experience with equity and Environmental Justice issues
Expertise with Microsoft Excel including pivot tables and complex formulas
Experience conducting outreach and engagement with racially, culturally, and linguistically diverse groups
Qualifications
MINIMUM ENTRANCE REQUIREMENTS :
Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
Substitutions :
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.
III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
V. A Doctorate degree in a related field may be substituted for the required experience.
