Definition:
ECI: Under the general supervision of the LPC Operations Manager, performs inspections of
residential, commercial, and utility electrical construction to ensure compliance with building
codes, National Electrical Code (NEC), National Electrical Safety Code (NESC), and LPC standards.
This role bridges the gap between City building inspection and LPC utility inspection by focusing
on the point of delivery, ensuring high-quality, safe, and code-compliant electrical installations.

Acts as an educator and liaison with contractors, developers, engineers, and property owners to
proactively prevent violations, resolve compliance issues, and promote safe construction
practices.

Sr ECI: Under the general supervision of the LPC Operations Manager, the Senior Electrical
Compliance Inspector leads and performs inspections of residential, commercial, and utility
electrical systems to ensure compliance with National Electrical Code (NEC), National Electrical
Safety Code (NESC), City building codes, and LPC standards. This role serves as the primary
technical authority on point-of-delivery compliance, acting as a liaison between Building
Inspection, LPC Engineering, and Operations. The incumbent leads educational outreach,
resolves complex compliance issues, and supports the development of codes, standards, and
policies affecting both customer-owned and LPC-owned facilities.
Principal Duties:
ECI:
• Inspect residential, commercial, and industrial electrical installations for compliance with
NEC, NESC, City building codes, and LPC standards.
• Inspect LPC utility infrastructure at the customer interface (transformers, vaults, junction
boxes, meter bases, conduits, and service laterals) for quality and compliance.
• Perform field inspections during all stages of construction and remodeling to verify
compliance with plans, specifications, and regulations.
• Serve as a technical advisor and educator for contractors, developers, engineers, and
property owners to promote safe installations and prevent or resolve compliance issues.
• Provide clear and consistent interpretations of codes and standards; act as a liaison
between Building Inspection, LPC Engineering, and LPC Operations.
• Maintain inspection records, prepare inspection reports, and ensure all inspections are
documented in City software systems.
• Review construction drawings and specifications related to LPC point-of-delivery
facilities.
• Perform quality assurance inspections on existing LPC facilities as part of maintenance
and reliability projects.
• Inspecting electric equipment, infrared scanning, and opening energized equipment to
perform visual inspections.
• Assist in developing and updating LPC standards, codes, and specifications.
• Support AMI, reliability projects, and other LPC field initiatives requiring inspection or
compliance oversight.
• Coordinate with other City departments, contractors, and agencies to facilitate
construction, resolve disputes, and promote safety.

• Respond to questions and complaints from the public, contractors, and design
professionals with professionalism and technical accuracy.
• Conduct or participate in pre-construction meetings, project closeouts, and customer
education sessions.
• Participate in and support actions to create a work culture in the Division and Work
Group that is focused on excellence, accountability for results, customer service,
teamwork, and support of the Department and City.
• Ensure that all LPC safety regulations and City safety policies are understood and
adhered to by fellow staff members and contractors.
• Build alliances, foster effective teamwork and build constructive relationships within and

Sr ECI:
• Conduct inspections of complex electrical installations (residential, commercial,
industrial, and utility distribution) for code and standards compliance.
• Inspect LPC utility infrastructure at the customer interface (transformers, vaults, junction
boxes, meter bases, conduits, and service laterals) for quality and compliance.
• Lead the joint inspection and resolution process between Building Services and LPC for
issues affecting customer-utility interfaces.
• Serve as the City's subject matter expert on electrical compliance at the point of delivery.
• Perform plan reviews for projects with complex electrical connections to verify
compliance prior to construction.
• Coordinate with engineers, architects, contractors, and developers to interpret codes,
standards, and LPC requirements.

• Act as lead educator and liaison - proactively train contractors, developers, and City
staff to reduce compliance issues.
• Provide authoritative interpretation of the NEC, NESC, building codes, and LPC standards,
ensuring fair and consistent application.
• Research and recommend adoption of new codes, standards, materials, and construction
practices.
• Inspect energized LPC medium-voltage systems (7,200V/12,470V) and associated point-
of-delivery facilities.
• Track inspection metrics and recommend process improvements.
• Support reliability and AMI deployment projects requiring inspection or compliance
verification.
• Mentor junior inspectors; may coordinate assignments in consultation with the
Operations Manager.
• Represent LPC as a compliance authority in City committees, professional boards, and
appeals processes.
• Perform field inspections during all stages of construction and remodeling to verify
compliance with plans, specifications, and regulations.
• Review construction drawings and specifications related to LPC point-of-delivery
facilities.

Working Environment: Work is primarily performed outdoors in the field. Work involves exposure to sun, noise, dust,
fumes, smoke, gases, moving vehicles, machinery, and all types of weather conditions. There
may be occasional exposure to solvents, grease, oils, pesticides, herbicides, and water. Work will
involve walking or standing, frequently on slippery or uneven surfaces. Work requires ability to
read and understand documents, blueprints, and maps. Position requires ability to work under
stress with constant interruptions and perform multiple concurrent tasks. Ability to perform
detailed work, solve problems, use reasoning, and deal professionally with customers is required.
Must be able to communicate clearly and concisely, both verbally and in writing. The candidate
for this position must be able to meet the physical requirements necessary to do the job.
Qualifications:
ECI: Any combination of education and experience equivalent to an Associate's degree in
construction, electrical systems, or a related field. Minimum of three (3) years of experience in
electrical construction or utility inspection required. Possession of or ability to obtain ICC or
State of Colorado Electrical Inspector certification within one year. Prior experience as a Journey
Lineworker or Master Electrician (State of Colorado license or equivalent) preferred. Experience
in both building code inspection and utility distribution inspection strongly desired.
Special Qualifications: Possession of a valid Colorado Driver's license required.

Sr ECI: Associate's degree or equivalent coursework in construction, electrical systems, or related
field. Five (5) or more years of progressively responsible experience in electrical construction,
utility distribution, or inspection required. ICC Electrical Inspector certification required (or ability
to obtain within one year). State of Colorado Master Electrician License or equivalent credential
required. Prior experience as a Journey Lineworker strongly preferred. Demonstrated experience
in leadership, training, or code/standards development preferred. Experience in both building
code inspection and utility distribution inspection strongly desired.

Special Qualifications: Possession of a valid Colorado Driver's license required.
