Basic Function

The incumbent, under the direction of the Borough Mayor, and in coordination with the Human Resources Department is responsible for reviewing and evaluating compliance issues / concerns and verify conformity with Fairbanks North Star Borough (FNSB) policies and procedures. Responsible for the Borough's Equal Opportunity Programs, training, and reporting functions. Investigates complaints and ensures compliance with state and federal disability laws and regulations.

SALARY : Level III

REPORTS TO : Borough Mayor

POSITIONS SUPERVISED : None

Typical Duties

1. Maintains knowledge and understanding of laws and regulations related to EEO, affirmative action, collective bargaining, employee relations, and human resources.

2. Manage the FNSB's Equal Employment Opportunity (EEO) Program, to ensure fair and impartial treatment regarding employee recruitment, employment, promotion, training, and retention. Perform recordkeeping and analyze employment data related to hiring, termination, leave, transfer, and promotion particularly as related to Equal Employment Opportunity (EEO), and diversity initiatives. Identify problem areas, set goals and timetables, and develop strategies to achieve goals. Provide semiannual updates to the Mayor and Department Directors on progress in relation to the goals.

3. Investigate employment practices or alleged violations of law to document and correct discriminatory factors. Accept, investigate, and resolve EEO, harassment, discrimination, and bullying complaints by employees, applicants and patrons; prepare investigation reports. Work with the Borough Attorney for response to complaints.

4. Ensure program compliance with federal and state law, including Equal Employment Opportunity Commission (EEOC) and Federal Transit Administration requirements, to include the FTA Triennial Review Audit.

5. Address complaints from patrons or staff regarding ADA and facility public access to facilities and services. Pro-actively address ADA concerns and recommend corrections to the administration. Serve as a borough wide resource in addressing ADA facility and public use issues.

6. Serves as the initial contact and liaison for intake and assessment of employee complaints. Conducts initial interviews and gathers information for employee relations matters such as discrimination, harassment or bullying allegations, work complaints, or other concerns; informs appropriate HR staff or Mayor when additional investigation is required. Recommends assignment to an independent investigator when necessary for an impartial investigation.

7. Institute and maintain an effective compliance communication program for the organization, including promoting heightened awareness of standards of conduct / ethics, and understanding of new and existing compliance issues and related policies and procedures.

8. Develop informational updates regarding EEO objectives and activities and present them orally and in writing to committees, employee groups, management, etc.

9. Act as the Borough's liaison with minority, women, veteran groups, agencies for persons with disabilities, community action agencies, and governmental agencies; Serve as the Borough representative on the Fairbanks Diversity Council.

10. Provide employment information and assistance to prospective applicants; respond to employment inquiries and questions from the general public, borough departments, and employment agencies within the community.

11. Provide information, technical assistance, and training to supervisors, managers, and employees on topics such as employee supervision, hiring, respectful workplace or staff development. Collaborate with department directors to perform program and departmental reviews and audits for compliance with Borough Policy.

12. Provide recommendations and technical assistance to the Human Resource Department to correct any employment practice that may be discriminatory and to provide recommendations to the Chief Negotiating Officer during collective bargaining negotiations.

13. Serve as the Chair of the Policy Review Committee, routinely review FNSB administrative, personnel, and operational policies and procedures and make recommendations to the Chief of Staff or Mayor on the creation of new policy or on methods of implementation.

14. Represent the Borough at meetings or in hearings as appropriate.

Position Requirements

MINIMUM QUALIFICATIONS :

1. Bachelor's degree in human resource management, public or business administration, or related field and two (2) years related professional (exempt) work experience; or six (6) years professional (exempt) work experience in personnel, employee relations, management, compliance, auditing or EEO related functions.

2. Demonstrated experience in one or more of the following : management, contract and policy compliance, training, employee relations, complaint / dispute resolution, or human resources administration.

3. SHRM certification preferred.

4. Proficient in Microsoft Word and Excel or related software.

5. Background in a collective bargaining environment is preferred.

KNOWLEDGE, SKILLS, AND ABILITIES

1. Knowledge of employment and civil rights law. Knowledge of basic human resource practices to include recruitment, selection, training, compensation, benefits, employee relations, and HR information systems.

2. Skilled in active listening, mediation and facilitation. Excellent verbal and written communication skills. Project / process management skills and strong problem-solving skills. Strong research, analytical, and investigatory skills.

3. Ability to understand, condense, and communicate complex policy issues to a wide range of audiences. Ability to apply general rules to specific problems. Ability to combine pieces of information to form general rules or conclusions (includes finding a relationship among seemingly unrelated events.)

4. Ability to establish and maintain effective working relationships with management, coworkers, federal and state officials, public and private groups. Ability to deal effectively and courteously with complainants.

5. Excellent time management skills with proven ability to meet deadlines.
