Job description

Work Schedule is hybrid, but onsite as needed.

The Engineering and Building Systems Management (EBSM) Energy & Utility Programs team is seeking a professional with a strong background in energy audits and analysis, commissioning, and implementation of conservation measures. The ideal candidate will have hands-on experience independently developing, designing, and executing energy projects, with particular focus on advanced building controls and heating, ventilation, and air conditioning (HVAC) equipment sequences. At MD Anderson, energy conservation measures are typically engineered and continuously commissioned by dedicated in-house energy professionals. This position will be dedicated to executing high-impact energy initiatives, driving strategic reductions in utility expenses, and supporting the long-term success of our conservation programs. Ideal candidates will have strong skills in at least three of the competencies listed in the posting.

MISSION STATEMENT

The mission of The University of Texas M. D. Anderson Cancer Center is to eliminate cancer in Texas, the nation, and the world through outstanding programs that integrate patient care, research and prevention, and through education for undergraduate and graduate students, trainees, professionals, employees and the public.

SUMMARY

The Energy Consultant - Energy Projects will provide strategic-level support for analyzing energy and utilities consumption, commissioning new and existing facilities, and ensuring efficient building operations. This position works closely with Energy Team members, in-house engineers, operations staff, and external stakeholders to identify performance gaps, develop targeted energy-saving measures, and continuously refine our Retrocommissioning (RCx), Monitoring-based Commissioning (MBCx), HVAC Fault Detection and Diagnostics (FDD), and Commissioning (Cx) programs. The consultant will play a pivotal role in strengthening our existing workforce, bridging technical skill gaps in controls / HVAC programming, and enhancing MD Anderson's track record of sustained energy savings.

JOB SPECIFIC COMPETENCIES

Below describe products and competencies within the Energy & Utility Programs team.

1. Energy Efficiency & Engineering

  • Develop, evaluate, and implement energy conservation measures and optimization strategies, particularly focusing on HVAC programming and controls.
  • Support retrocommissioning (RCx) and monitoring-based commissioning (MBCx) efforts to identify and resolve building system inefficiencies.
  • Introduce new energy technologies and recommend improvements based on data-driven analyses.

2. Operations & Maintenance (O&M) Support

  • Prioritize and implement critical energy items in partnership with internal support groups, ensuring alignment with institutional goals.
  • 3. Commissioning Program Development

  • Contribute to the development and management of comprehensive MD Anderson Commissioning Guidelines, turning lessons learned into institutionalized best practices.
  • Provide dedicated support for new construction, warranty periods, and post-occupancy phases to secure long-term building performance.
  • Work closely with project management, third-party commissioning authorities (CxA), and internal teams to ensure Cx deliverables meet or exceed standards.
  • 4. Project Support

  • Review design documents and submittals for compliance with both code requirements and ambitious energy targets.
  • Coordinate with EBSM Energy and other stakeholders to prioritize high-value projects, leading or assisting in design and implementation.
  • Participate in project commissioning processes to ensure energy goals are met during equipment startup and throughout the warranty period.
  • 5. Analytics-Based Response (MBCx) & Fault Detection

  • Lead or support the development of an Analytics Response Commissioning Team, working closely with building operations or controls teams to correct comfort, maintenance, and energy issues identified through advanced analytics tools.
  • Configure and maintain dashboards, submetering data, and fault detection outputs, transforming data into actionable measures that maximize efficiency.
  • 6. Utility Management & Financial Oversight

  • Assist with the development of the annual utilities budget, forecasting building utilities consumption, and analyzing monthly variances.
  • Identify opportunities for cost recovery through utility rebate programs and ensure maximum institutional benefit.
