Position Information
The City of Pittsburg seeks a Permit Technician for the Public Works Department's Engineering Division.
We are seeking an experienced and customer-focused, permitting professional to join our team!!
The Permit Technician role requires strong punctuality at the front counter to provide permitting support to customers, familiarity with the entitlement process, and great interpersonal skills to work well with other Divisions and Department. Ideal candidates will have an eagerness to learn the City's permitting system and interpret easements and plan documents. Other responsibilities of the Permit Technician include coordinating the permit and plan check process; check the status and routing applications to the correct department / division, conducting preliminary plan checks for completeness and accuracy; administration of subdivision plan check / permit processes; and issuing and reviewing permit applications for all phases of construction. Some technical aspects of the position require interpretation and application of policies, procedures, and regulations as well as ensuring compliance with adopted codes, standards, and permit requirements. This work involves frequent interaction with the Building Division, Planning Division, Code Enforcement Division, and Public Works Department.
An ideal candidate for Permit Technician possesses the following :
- The ability to communicate effectively orally and in writing.
- Establish and maintain cooperative and effective relationships with those contacted in the course of the work.
- The ability to communicate and work tactfully and effectively to explain technical information with both professionals and non-professionals while reflecting the highest standards of customer service to the public.
- Knowledge of construction terminology, techniques, and materials.
- Great interpersonal and customer service skills on the phone, in person, and in writing.
- Exercise good judgment and patience in assisting the public; handle conflicts and develop effective resolutions.
- Great attention to detail; ability to understand complex materials.
- Strong ability to multi-task to timely process building / engineering permits, schedule inspections, and assist at the front counter.
- General knowledge of the principles of permits and impact fees
- Desktop computer applications related to the work such as Word, Excel, Access, Outlook and other related programs and systems such as Accela.
- Bilingual in Spanish (highly desirable)
- Relevant office / computer skills to use a variety of equipment such as computers, fax, and software programs.
- Basic arithmetic used in the building and construction industry.
The Engineering Division provides skilled and professional staff to assure that City-owned facilities such as streets, storm drain systems, water distribution networks, sewer collection facilities, parks, and similar improvements are constructed where needed and that improvements are built to meet appropriate standards.

Education : A high school diploma or G.E.D. equivalent supplemented by some directly related college level course work.
Experience : Three years of experience in permit processing or the performance of related work in construction industry.
License / Certificate : May require a valid class C California driver's license.
Desirable Qualification : Bilingual in Spanish.
