Job descriptionExperience analyzing and interpreting highway construction plans. Experience applying engineering concepts to solve complex problems. Experience with mathematical functions including algebra, geometry, and trigonometry. Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision. Customer service experience related to resolving problems that involve explaining complicated engineering concepts to various customer groups. Ability to establish and maintain positive communication between technicians, engineers, contractors, and the public. Communications skills to effectively verbally and in writing communicate in a clear, concise, organized, and persuasive manner. Ability to make independent decisions using sound engineering judgement. Ability to work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, weather extremes, and traversing rough terrain in evaluating highway construction. Fitness to perform moderate physical activity, including walking, climbing, balancing, kneeling, and standing Strength to lift 50 pounds. Computer knowledge and skills using Microsoft Office is preferred. Experience with iPads / tablets, HiCAMS, and SharePlus / SharePoint is highly preferred. Advanced working knowledge of math functions. You can work nights / weekends as required by project workload / staffing with fluctuating hours on any Division 9 project. You apply a safety philosophy and program to all operations. Safety toe shoes. Ability to safely operate a motor vehicle. Associate's degree in Engineering Technology, Survey Technology, or a related field, and 3+ years of relevant technician experience; or An equivalent combination of education and experience.

The Challenge
We are looking for an experienced Engineering Technician III to join our Winston-Salem 1 Construction team.
In this role, you will :
- Serve as a senior project roadway / structure inspector supporting senior engineers in the administration of highway construction contracts.
- Monitor contractor daily operations.
- Perform / review test reports to ensure all work and materials conform to specifications, plans, and contract documents.
- Perform contract administration, such as pay record entry / reviews, materials-received reports, certified payroll reviews, daily diary reviews, as-constructed plans preparation, and monthly quantity verifications prior to estimate payment.
- Resolve daily constructability issues and troubleshoot problems to mitigate delays to project delivery.
- Assist NCDOT staff and contractors in utility relocation efforts by inspecting and tracking relocation work.
- Anticipate contractual problems and advise engineering staff of needs for plan revisions, supplemental agreements, or other contract adjustments to improve safety, timely delivery, and / or quality of delivered projects.
- Monitor contractor operations to ensure compliance with subcontract agreements and with the contract Disadvantaged Business Enterprise (DBE) requirements.
- Ensure compliance with NC Sedimentation and Pollution Control Act and that all work performed in permitted areas is done in accordance with permits.
- Direct and schedule the work of junior technicians in staking out and inspecting every phase of a construction project to ensure it is built according to contract documents in a timely and cost-effective manner.
- Manage all aspects of assigned construction projects with limited supervision from senior engineers and be directly involved with the leadership, management, counseling, and training of junior NCDOT and contractor technicians.
- Effectively communicate and coordinate work with contractors, subcontractors, utility owners, and property owners to minimize delays and disturbances while maximizing project progress.
