Description

MassDEP seeks applicants for the position of Environmental Analyst III (EA III). This position is assigned to the Bureau of Water Resources’ Wetlands program in the Central Regional Office located in Worcester. MassDEP’s Central Regional Office serves 77 cities & towns situated in Central MA.

This EA III will serve as a “Circuit Rider” liaison between MassDEP and municipalities in MassDEP’s Central Regional Office service area. The EA III will provide outreach, training, and technical assistance on the effective administration of the Wetlands Protection Act to local conservation commissions, applicants, and others. The EA III’s technical assistance and public outreach will cover wide range of topics including : registration guidance for on-line eDEP applications, field plant identification and wetland delineation, stormwater control, enforcement guidance for municipal enforcement actions, explanation of wetland regulation jurisdiction (including exemptions), site plan reading and interpretation, permitting procedural requirements, and project development issues to ensure compliance with environmental performance standards. The EA III will serve as the primary contact between municipalities and MassDEP when municipal officials seek assistance on regulatory and environmental protection matters related to the Wetlands program, and other related programs. As the MassDEP representative who interacts on a daily basis with municipal officials, the EA III is responsible for establishing personal networks in each municipality in his / her service area in order to facilitate reliable and trustworthy communication between MassDEP and municipal officials. The EA III should have a working knowledge of related environmental laws, including the Massachusetts Public Waterfront Act (Chapter 91).

Specific duties of this position include, but are not limited to :

  • Conduct and participate in meetings (including nights and weekends) with local boards, commissions, and conservation agents to assist with interpreting regulations, policies and guidance.
  • Conduct training workshops and assist in making presentations at other forums that will provide an opportunity to explain the wetland regulations.
  • Respond to requests for information from conservation commissions, the public, and other concerned parties in writing, electronically and via telecommunications.
  • Provide technical assistance and guidance to conservation commissions on local wetlands enforcement and compliance issues.
  • Provide feedback from local conservation commissions to MassDEP’s Wetlands Section Chief and the Boston Wetlands Program on wetlands and other related issues.
  • Represent MassDEP at the Massachusetts Association of Conservation Commission’s Annual Conference
  • Perform other duties as assigned, including but not limited to, reviewing Notices of Intent and Requests for Determination of Applicability under the Wetlands Protection Act, reviewing MEPA filings, and responding to inquiries from the general public.

Preferred Experience :

  • A strong knowledge of the Wetlands Protection Act regulations (310 CMR ) and Water Quality Certification (314 CMR 9.00) regulations; general understanding of MGL c.91, The Public Waterfront Act and regulations at 310 CMR 9.00.
  • Knowledge of municipal Conservation Commissions’ roles and responsibilities;
  • Excellent written and oral communication skills, including strong public speaking abilities;
  • Knowledge of MEPA, Water Quality Certification processes, and other state regulations
  • Experience in reviewing complex projects and reading site plans;
  • Knowledge of digital mapping interpretation;
  • Knowledge of the methods of general and technical report writing.
  • Possession of a valid Massachusetts driver’s license or equivalent is required, and the ability to drive throughout to Commonwealth.
  • Qualifications

    First consideration will be given to those applicants that apply within the first 14 days.

    MINIMUM ENTRANCE REQUIREMENTS :

    Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.

    Substitutions :

    I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.

    II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.

    III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
  • NOTE : Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
