The University of Illinois College of Medicine Peoria (UICOMP) is now accepting applications for the position of Executive Director for Fiscal Affairs.
We are looking for a forward-thinking leader to provide executive-level direction to ensure the University’s long-term financial sustainability and to help support the educational, clinical and research goals of the campus.
This position will manage the finances and overall budget of the campus. This includes managing staff in the Accounting, Purchasing and Medical Billing teams. The Executive Director for Fiscal Affairs will also ensure that the school meets all of its regulatory reporting requirements.
Position Summary
The Executive Director for Fiscal Affairs at a UICOMP serves as the chief financial officer and is responsible for overseeing the college's financial planning, budgeting, accounting, and financial reporting functions. This leadership role ensures the institution's fiscal integrity and sustainability by developing and implementing sound financial strategies aligned with the college's academic, clinical, and research missions. The Executive Director collaborates closely with senior leadership, department chairs, and external stakeholders to manage operating and capital budgets, monitor compliance with regulatory requirements, and optimize financial performance. This position requires strong analytical, leadership, and communication skills, as well as deep experience in outpatient medical billing and revenue cycle.
Duties & Responsibilities
- Prepare annual budget in collaboration with department administrators for presentation to UICOMP and UIC entities for review and finalization.
- Recommend to the Regional Dean and appropriate administrative entities specific financial plans for improving / managing existing programs and implementing new programs in collaboration with the Associate Dean for Clinical Affairs.
- Supervise managers in Accounting and Medical Billing.
- Oversee medical billing services and work collaboratively with departmental leadership to ensure the efficient operation of the MSP financial system. Work with regional referring institutions and physicians to market and integrate the services of faculty participating in the MSP.
- Coordinate all fiscal reporting related to all funding resources as needed / required. This includes quarterly MSP reporting to UIC and all month-end and year-end closing and audit reporting. Ensure compliance with all appropriate accounting and UIC regulations, guidelines, and policies.
- Collaborate with the MSP Management and Advisory Committee to Develop and maintain an effective and efficient financial system, which integrates central and department MSP activities.
- Develop and maintains relationships as needed to meet strategic needs of the MSP.
- Negotiate with managed care organizations.
- Ensure that review of monthly financial reports is performed on at least a semi-annual basis to address questions and clarify financial information.
- In collaboration with the MSP Committees, develop and maintain a system to regularly assess the performance of the MSP billing and collections system. Works with the University, MSP and other professional support staff to develop reports or provide analysis based on the needs of a given department or practice.
- Responsible for the financial management of the MSP including annual budget development and involved in quarterly reviews and annual audit. Monitor each department's performance in meeting MSP budget targets.
- Perform other related duties and participate in special projects as assigned.
