Job Title : Chief Engineer
Industry : Commuter Rail Operations
Reports to : Deputy General Manager - Maintenance
Position Summary :
The Chief Engineer directs the inspection and maintenance of all systems and infrastructure for Denver Regional Transportation District Commuter Railroad (RTDC). This position is responsible for coordinating the inspection, maintenance, repair, construction, and the force accounting of manpower for all fixed property / assets across the system to ensure safe and reliable commuter rail operations in compliance with industry standards and federal regulatory requirements. In addition, this position is responsible to ensure that the vital role of maintaining a State of Good Repair and improving and expanding the RTDC infrastructure is performed safely, with minimum impact to RTDC Operations, and in the most efficient and cost-effective manner.
The Chief Engineer oversees the development of and updates to standards, specifications, and best practices for the Railroad’s track, power systems, signals and train control, information technology, communications, facilities, stations, and bridge structures.
Description of Duties :
- Develop maintenance programs to preserve and improve the safety and reliability of all facilities, systems infrastructure, and equipment.
- Develop renewal programs to preserve and extend the useful life of the facilities and systems.
- Oversee the inspection and maintenance of the traction power, signals and train control, information technology, and communications systems in accordance with FRA regulations, OEM recommendations, and DTO standards and procedures.
- Oversee the maintenance of track, bridges, culverts, and other components of the Right of Way (ROW) in accordance with FRA regulations and DTO standards and procedures.
- Oversee the performance of root cause analysis for failures and defects in systems and infrastructure.
- Oversee the maintenance, cleaning, landscaping, and snow removal of the stations, yards, CRMF, and other facilities located in the DTO service territory in accordance with DTO standards and procedures.
- Lead the effort to protect employees, customers, and the environment during the Engineering Department’s work through the diligent application of all safety rules, policies and procedures designed to ensure such protection.
- Anticipate hazardous and unsafe situations and implement suitable countermeasures.
- In cooperation with the procurement staff, prepare, negotiate, and manage contracts for services, equipment leases, materials and supplies related to the maintenance of railroad’s systems and infrastructure.
- Oversee the creation and upkeep of records for inspections and maintenance of systems and infrastructure in accordance with FRA requirements; DTO standards and other regulatory requirements.
- Oversee the development and administration of the Engineering Department’s budget. Forecast budgetary needs for staffing, equipment, materials, and supplies. Monitor and approve expenditures and implement budgetary controls and adjustments as necessary to keep expenditures within approved levels.
- Provide effective leadership and management of the Engineering Department. Ensure that company vision, goals and core values are communicated throughout staff. Establish department and individual staff member goals consistent with business plans.
- Oversee the staffing of the Engineering Department by assisting the Human Resources Department in recruiting training and managing the performance of all Engineering Department employees.
- Coordinate the approval and permitting process for third party activities on or adjacent to the Commuter Rail Network.
- Coordinate all inspection and maintenance activities with the Transportation Department to ensure that the work is performed safely and efficiently with minimal impact on scheduled train service.
- Provide regular and special reports as requested on system reliability and maintenance progress.
