Serves as a Facilities Operations Specialist responsible for ensuring overall operations of facilities by reviewing existing systems and identifying ways for improvement. Oversees facilities management work and is responsible for project management to ensure work is completed on schedule. Interacts and serves as a liaison with other organizations to ensure items (telephones, systems etc) are prepared to perform efficiently and is responsible for report preparations for senior leadership. Responsible for managing the contracting process, performing analysis of cost estimates and ensuring quality control and adherence to project requirements. Serves as a technical advisor on all facilities matters including advising leadership of current status and providing recommendations for improvement. Interprets law, regulations and policies and disseminates information to subordinates and contractors. POSITION DUTIES
This position is located in Redstone Arsenal, Alabama and is with the Mission Services, Facilities Management Branch.
This position is responsible for performing the following duties :
Operates agency facilities including physical structures, utilities and surrounding facilities. Identifies issues and implements necessary corrective action. Assignments range from tasks related to individual building / structure operations, maintenance, and utilization, to comprehensive overall planning and new construction.
Assists in the development of environmental and energy conservation programs. Manages or oversees programs and services essential to maintain a safe, healthy, and comfortable facility by conducting surveys to inspect and evaluate facilities for potential maintenance, repair, and construction projects. Reviews existing systems to determine if more efficient methods exist for providing facility services. Finds ways to improve production or increase the quality of work directed.
Plans and oversees facility management work in connection with construction, maintenance, repair, or modification of operational, administrative, academic and special purpose facilities. Plans work to be accomplished, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Interacts and coordinates with other elements to schedule activities to ensure items such as designs, systems furniture, computer support, telephones, construction contract support, and movers are scheduled and prepared to perform in an efficient manner. Maintains liaison between organizations providing support to ensure facilities are adequately maintained. Prepares and reviews facility records, charts, and other materials to facilitate the preparation of reports required by higher echelons.
Conducts quality control of work performed by in-house or contracting personnel. Manages the contracting process and assists the contracting officer by developing statements of work, monitoring the contractor’s performance, inspecting completed work against contract requirements, and by recommending progress payments, terminations, and other actions. Directs preparation of, and performs analysis of detailed cost estimates for all requested work. Conducts inspections of construction and / or improvements in progress, to ensure contract requirements are met.
Advises leadership as to the adequacy and physical condition of facilities and recommends actions considered necessary to provide what is needed to support testing. Serves as a technical advisor on all facilities matters. Provides guidance by interpreting laws, regulations and policies. Disseminates guidance, interpretations and implementation instructions to subordinates and contractors.

1. Defense Acquisition University (DAU) Facilities Management Certification Level 2 or higher.
2. BOMI Certification.
3. CMP Certified. Education
Undergraduate and Graduate Education : Major study engineering, industrial arts, property management, or business administration.
Experience
Specialized Experience (for positions above GG-5) : Examples of qualifying specialized experience include :
Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildinGG to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
