THE OPPORTUNITY :
The Park District is currently recruiting for a Finance Manager to be located at the Park District's Administrative Office, 2950 Peralta Oaks Ct., Oakland. The hiring pools established from this recruitment will be used to fill the current vacancies and additional vacancies that may occur during the one-year life of the hiring pools.
WHAT YOU'LL BE DOING :
Under general direction, plans, organizes and directs the activities of the Finance Department, which includes the functions of general ledger accounting, accounts receivable, accounts payable / purchasing, budget, and payroll; manages and evaluates staff directly and through subordinate supervisors; develops and implements goals, policies, procedures and standards of work for assigned areas; performs and oversees the most difficult and complex administrative, operational, budgetary, financial and systems analyses and performs other related duties as required.
Essential Functions
Assist the Assistant Finance Officer in the development of goals, objectives, policies, procedures, and work standards; establishment of priorities and management of programs; Manages and evaluates assigned staff consisting of professional, technical, support staff, and / or volunteers / interns, as well as consultants and contractors; assigns work to staff; monitor work activities to ensure work quality and accuracy; ensures compliance with established laws, regulation, policies, and procedures; stays abreast of new trends and innovations related to public agencies; in partnership with the Information Services Department, plans, designs, implements and operates modules within the Park District's ERP systems; prepares and reviews a variety of written reports and correspondence; provides training to Park District staff; prepares training materials; monitors changes in laws, regulation, and technology; oversees analysis on potential impacts to the Park District and operating departments; and recommends and implements policy and procedural changes as necessary; conducts and oversees advanced analysis and research; serves as a Park District representative to outside agencies, organizations, contractors and the public; serves as a subject matter expert on a variety of internal committees, work groups, and task forces; may present to, or prepare material for the State Controller's Office, the State Board of Equalization, the General Manager, District's Finance Committee, the District's Board of Directors and other governing bodies as required.
This position will oversee the following functions and staff :
Budget
Leads the preparation, development, implementation, monitoring and evaluation of the Park District's Budget and related processes and procedures; maintains timely and accurate accounting within the Park District's Enterprise Resource Planning (ERP) system; sets and enforces the budget schedule and development process; assists in the preparation and presentation of preliminary and final budget documents, including the annual budget document; assists with the preparation of financial forecasts and long-term plans; estimates, monitors and analyzes revenues and expenditures; serves as an expert consultant advising departments in the preparation, administration and monitoring of their departmental budgets and expenditures.
Payroll
Implement, maintain, and review payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions; plan, analyze, document, coordinate and implement changes to payroll & benefit calculations and or processing including labor costing; conduct budget and payroll audits and reviews; advise Assistant Finance Officer and Assistant General Manager of Finance and Management Services / Chief Financial Officer on budgetary, financial, or other departmental matters; serves as liaison with Human Resources Division, managing coordination and collaboration.
Minimum Qualifications
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be :
Experience : Five (5) years of full-time professional level experience performing complex budgetary, accounting, or financial analysis, preferably in a governmental agency including two (2) years in a supervisory capacity.
KNOWLEDGE, SKILLS AND ABILITIES :
Knowledge of : principles, practices and methods of government budgetary development and administration; Principles, practices, and requirements for governmental accounting, fiscal management, and financial reporting, including those promulgated via federal, state, local law, professional standards (such as GASB and Generally Accepted Accounting Principles (GAAP), and professional organizations (such as the Government Finance Officers Association (GFOA); principles and practices in the preparation of an Annual Comprehensive Financial Report (ACFR); information technology and its uses to enhance business performance and efficiency; laws, rules, regulations and policies surrounding government budgeting and accounting; economic forecasting; the application of statistical methods and quantitative analysis; and principles and practices of management, supervision and training.
Ability to : perform independent analysis and make recommendations on confidential or complex administrative and fiscal issues; apply accounting, auditing and finance principles and techniques to a wide variety of operating issues; plan, organize, assign and review the work of subordinates; analyze financial data and propose solutions to budgetary needs and problems; train, guide and evaluate the development of subordinates; prepare detailed analytical reports and correspondence on financial matters and factors affecting fiscal conditions; conduct analytical studies involving complex administrative and financial systems and procedures or significant financial impact; utilize software applications and financial and budgetary management systems to process, analyze, and present data; analyze and interpret federal, state and local laws, rules and regulations pertaining to government budgeting, accounting and financial management; communicates clearly and effectively both orally and in writing; demonstrate interpersonal sensitivity; exercise sound judgement, initiative and tact; analyze and problem solve; manage multiple and competing priorities; and establish and maintain positive and cooperative working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal and external customers.
CONDITIONS OF EMPLOYMENT :
Possession of a valid Class C California Driver's License is a condition of initial and continued employment.
Additional Information
MANAGEMENT DESIGNATION : This position is not affiliated with a union and is considered part of the Management group and is exempt from the provisions of the Fair Labor Standards Act (i.e. is not eligible for overtime); in addition to the regular work schedule, this position may require availability to work evenings and / or weekends. The probationary period for this position is one year. This position is designated as at-will and serves at the pleasure of the General Manager.
Internal Promotions : Placement shall be made at the first step in the salary range for the new position (Step A) unless the salary rate at Step A of the new position is less than a 5% increase. In such instances, the employee will be placed at a step in the new salary range that ensures at least a 5% increase.
