Job descriptionLead and mentor the staff in the Finance Department, promoting a culture of collaboration and professional growth. Develop and implement innovative budget guidelines, coordinating the preparation of comprehensive budgets, and supporting key administrators in budget analysis and review. Oversee the presentation and justification of budget proposals, equipping the Board with necessary analyses for informed decision making. Manage the preparation, publication, and distribution of budgets approved by the Superintendent and the Board, ensuring transparency and clarity. Aid in executing the enacted budget, recommending enhancements to administrative and internal controls for optimal financial management. Oversee all financial audits related to MCESA, charter schools, and others as appropriate, to ensure compliance and efficiency. Spearhead initiatives to improve financial-management processes, incorporating audit recommendations and refining budget presentation methods. Collaborate with city and county officials to reconcile property taxes and project future tax revenues effectively. Implement and ensure compliance with GASB standards and related financial regulations. Analyze the district’s short and long-term cash flow needs, preparing regular reports, and recommending borrowings as necessary for sustainable financial health. Conduct comprehensive analyses of program costs and financing methods, including long-range projections. Engage with local school districts, community organizations and residents to clarify the financial implications of MCESA’s services, fostering a transparent and informed public dialogue. Manage the distribution of all funding sources, ensuring efficient resource allocation. Provide leadership and support to LEA business officials throughout Midland County, coordination of countywide business meetings. Oversee countywide PA18 special education calculation with updates to the board and local districts throughout the year. Oversee the preparation, submission, receipt, and expenditure of all local, state, and federal grants for both MCESA and other organizations as appropriate. Coordinate the district-level execution of Michigan Department of Education electronic submissions, grants, and financial reports and yearly bond reporting. Maintain up-to-date financial and departmental information on both internal and external websites, enhancing accessibility for stakeholders. Manage yearly Facility Settlement (Medicaid) submission for MCESA and local districts. Oversee yearly countywide excess cost review and submission in Catamaran. Lead the conversion and implementation of new financial software, providing training and support to staff to enhance operational efficiency. Uphold strong security controls related to financial systems, ensuring compliance with state and federal reporting requirements. Perform additional duties as assigned by the Superintendent to support the Agency’s mission and vision. Bachelor’s degree is required, with an emphasis in finance, accounting or business administration; CPA preferred; MSBO certification or willingness to obtain. Five years administrative / managerial experience in an educational setting. Knowledge of local, state and federal rules (Uniform Grant Guidance) and regulations regarding school finance. Knowledge of principles and practices associated with the ESA financial system. Professional maturity and high levels of discretion, integrity and organizational skills. Demonstrated leadership and interpersonal skills. Exceptional verbal and written communication skills, including the ability to effectively work with staff, local education agencies and community organizations. Understanding of the organizational culture and dynamics within the ESA’s ecosystem, and the ability to work to solve related problems. Proficiency with various computer applications.

While performing the duties of this job, the employee is regularly required to stand, walk, sit, talk, see and hear.
