Job description

Job Title

This position is responsible for the organization and supervision of all activities performed within the Financial Planning Division of the Finance Department.

Plans, organizes, and directs financial planning functions during the annual budgeting process.

Oversees management of the Operating and Non-Operating Budgets: advises leadership and other officials on the status of budgeted revenues and expenditures; conducts regular projections and issues reports to departments/officials; reviews financial analysis prepared by staff; assists Budget Analysts with complex/problem situations and provides technical expertise.

Oversees preparation of annual budget and its presentation: develops and approves format and content to be provided in budget documents; processes, reviews and coordinates budget requests with department heads, elected officials and constitutional officers; develops recommendations; assists departments with preparation of budget requests; attends Budget Review/Council meetings; reviews and analyzes revenue projections; prepares and oversees the preparation of revenue estimates; and provides technical and analytical support as needed.

Directs the execution of the adopted budget: functions as the system administrator for the budget preparation system, sets up the budget in the financial system, and directs the preparation of the annual budget book.

Supervises, directs, and evaluates assigned staff: interviews, hires, and trains personnel; plans, assigns, and prioritizes workloads and work assignments to meet objectives; appraises performance; rewards and disciplines employees as appropriate; addresses employee concerns and resolves problems.

Manages expenditures in accordance with adopted budget: reviews and approves Personnel Action forms and Purchase Orders; works with departments for budget transfers and amendments; prepares journal entries to correct General Ledger.

Provides information/assistance to departments/employees, executive and legislative leadership, the general public, and others regarding a variety of financial and budgeting issues, and performs research and presents information or reports as required.

Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to government budget preparation and execution; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, and training sessions as required.

Conducts other special projects as appropriate.

Performs other related duties as assigned.

Knowledge, Skills and Abilities

Knowledge of Generally Accepted Accounting Principles.

Knowledge of applicable federal, state, and local laws regarding business licensure and taxation.

Knowledge of the methods and techniques of research, statistical analysis, and report presentation.

Skill in utilizing financial computer software programs.

Skill in problem solving and decision making.

Skill in gathering and analyzing complex data.

Skill in operating standard office equipment.

Skill in oral and written communication.

Skill in management and supervision.

Minimum Educational and Training Requirements

Bachelor's degree in Finance, Accounting, or a related field is required. Experience sufficient to thoroughly understand the diverse objectives and functions of strategic and financial planning in order to direct and coordinate work within the division, usually interpreted to require three to five years of related experience. Ability to be bonded.

Physical Requirements

The work is typically performed while sitting at a desk or table. The employee must occasionally lift light objects. Additionally, the following physical abilities are required:

Feeling perceiving attributes of objects by touch with skin, fingertips.

Grasping applying pressure to object with fingers, palm.

Handling picking, holding, or working with whole hand.

Hearing 1 perceiving sounds at normal speaking levels, receive information.

Hearing 2 receive detailed information, make discrimination in sound.

Kneeling bending legs at knee to come to rest at knees.

Manual Dexterity picking, pinching, typing, working with fingers rather than hand.

Mental Acuity ability to make rational decisions through sound logic, deductive reasoning.

The work is typically performed in an office, library, or computer room.
