The Job

Ride OMNITRANS to a satisfying career that lets you make a difference in the San Bernardino Valley. Omnitrans, provider of public mass transit for the San Bernardino Valley in Southern California is seeking a highly skilled professional to join our award-winning team. The ideal Candidate hired will coordinate and supervise the Agency's fleet safety and training program. Supervises the daily activities of the Training Instructors. Trains newly hired and existing Coach Operators and other Agency personnel in coach operation, coordinates and develops training curriculum for other positions within the department and provides Agency Defensive Driving instruction. Develops training materials, lesson plans, and training instruction for newly hired / promoted Field Supervisors and Dispatchers. Develops training materials, lesson plans and training instruction for Employer DMV testing, state mandated annual CDL training and various required safety and security specialized courses. Investigates and determines accident preventability for operator retraining and mitigation. Administers the Agency's National Safety Council's Safe Driving Award Program. Develops, maintains and submits CHP and DMV reporting elements.

Examples of Duties

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to this position :

  • Coordinates and supervises the Agency's fleet safety and training programs : new Coach Operator training; ongoing Coach Operator training; Defensive Driving; accident prevention retraining; DMV Employer Testing Program; State-mandated annual CDL training; new Field Supervisor and Dispatcher training; various required safety and security courses.

Coordinates and supervises the development of training materials, lesson plans and training instruction for the Agency's fleet safety and training programs.

Supervises the daily activities of the Fleet Safety & Training Instructors and Coach Operator Instructors. Approves leave requests and timecards. Completes and submits performance evaluations for Training Instructors.

Investigates and determines accident preventability for Coach Operator retraining. Coordinates discipline, as required, with the Assistant Transportation Manager. Administers the Agency's National Safety Council's Safe Driving Award Program. Compiles and analyzes statistical data on type, frequency, and causes of accidents. Identifies corrective actions and implements training for corrective actions and hazard mitigation.

Coordinates and supervises the training of newly hired and existing Coach Operators and other Agency personnel in coach operation and Agency / department policies and procedures.

Coordinates and supervises the development, maintenance and submission of the Agency's CHP and DMV reporting elements. Audits records to ensure compliance with CHP, DMV, and Federal requirements.

Coordinates and supervises the training for newly hired / promoted Field Supervisors and Dispatchers in coach operation and Agency / Department policies / procedures and job-specific tasks and responsibilities.

Coordinates and supervises the Agency Defensive Driving Course training. Audits and maintains the primary and alternate DMV skills and driving courses ensuring they are in compliance with CHP, DMV, and Federal requirements.

Evaluates and counsels new Coach Operator students on performance; conducts probationary evaluations.

Other duties may be assigned.

SUPERVISORY RESPONSIBILITIES

Directly supervises Fleet Safety and Training employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring recommendations, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

The Requirements

EDUCATION and / or EXPERIENCE

Associate's degree (A.A.) or an equivalent from a two-year college or technical school; and four (4) or more years of progressively responsible experience instructing coach operators in a formal training program with a transportation system operating motor coaches comparable to those operated by Omnitrans or five (5) years supervisory / management experience which included specific training tasks in a similar environment is required. Experience as a Coach Operator in a transit system is highly desirable. Must be familiar with current business operating systems, software, and programs.

Knowledge of Transit operations including equipment, bus operation procedures, safety regulations and federal and state public transportation regulations; basic accident investigation procedures; teaching methods and practices.

Ability of instruct adults in safe operation of transit coaches and related equipment; develop and maintain effective working relationships with a variety of individuals, departments, outside agencies and the employees' labor union; develop and write training materials and design course curriculum; maintain records and prepare reports; evaluate the performance of the students and veteran coach operators.

SPECIAL CONDITIONS

Positions in this job classification are considered safety-sensitive and subject to drug and alcohol testing, including random testing, under Federal Transit Administration (FTA) regulations.

CERTIFICATES, LICENSES, REGULATIONS

Possession of or ability to obtain a valid California driver's license (Class A or B) with air brake and passenger endorsements, a valid Medical Examiner's Certificate and D.O.T. and D.D.C. certificates. A safe driving record is required. Certified to teach defensive driving. Must meet minimum standards specified by California State Law AB 1787, California DMV Code 40099 for a transit bus vehicle driver instructor.

The Selection Process

The selection process consists of an evaluation of education, experience, and driving record. (A Class B license is not required to submit an employment application but a Class B permit or Class A or B License with passenger and air brake endorsement is required prior to the first day of employment). The most competitively qualified candidates will be invited to participate in the selection process. The selection process may include a combination of written, performance, and oral examinations. Employment is contingent upon successful completion of a background / criminal investigation (including Live Scan fingerprints), and DOT pre-employment physical examination with drug screening.
