Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

The Supervisor, Resident Monitor

  • supports and provides supervision to staff as well as overseeing day-to-day operations and activities ensuring the safety and well-being of residents at Interim Housing facilities / master leased multifamily buildings. Supervisors will provide real-time, daily guidance on operations, policies and procedures, and protocols; assist with on-site troubleshooting and problem solving; records and documents of daily activities and issues, coordinates and facilitates the escalation of issues to their supervisor and external partners. Supervisor ensures the delivery of quality care in accordance with the rules and regulations established by leadership.

Working Conditions :

  • This position may require you to be temporarily assigned at Master Leased / Service Provider sites across the city / county in an effort to support system flow and oversite of facilities.
  • This role may involve exposure to outdoor conditions and various maintenance environments.
  • This position requires you to work irregular hours including nights, weekends, and holidays, and during disaster and emergency events to ensure coverage 24 / 7.

    • Work Schedule :

  • First Shift : 7 : 00 a.m. to 3 : 30 p.m.
  • Second Shift : 3 : 00 p.m. to 11 : 30 p.m.
  • Third Shift : 11 : 00 p.m. to 7 : 30 a.m.

    Essential Job Functions

  • Provide supervision to a team of System Navigators, Data Specialist and Resident Monitors
  • that provide residential-based services and support to homeless individuals at Interim Housing facilities / master leased multifamily buildings.
  • Oversee service delivery, consulting regularly with the Property Manager regarding quality control issues to maintain the highest standard of services.
  • Coordinate the development of cooperative relationships with other service providers, police and public safety officers and / or any other community resources.
  • Ensure that the data is accurate, up to date and reflective of the work being completed.
  • Run reports regularly to provide data to inform their supervision of staff.
  • Monitor departmental progress toward contract goals.
  • Analyze service data to identify trends regarding geographic coverage, effectiveness of engagement, resource needs, etc.
  • Develop monthly reports detailing the work of the department for distribution to funders and elected officials.
  • Provide training to MDCRT staff on the use of HMIS and other digital tools (including use of hardware) to maximize efficiency in the field.
  • Identify and escalate any data integrity or data collection challenges to upper management team and assist as appropriate to develop solutions to those challenges.
  • Maintain customer confidence and protect operations by keeping information confidential.
  • Maintain professional relationships with offices of local government, City and County Departments.
  • Represent LAHSA at community meetings and conduct presentations with selected groups.
  • Review Request for Services to identify areas of necessary follow-up.
  • Perform other duties as assigned.

    • Knowledge, Skills & Abilities

  • Advanced level of experience with MS Office Suite, Looker or other database platforms.
  • Strong analytical ability.
  • Strong verbal and written communication skills.
  • Ability to interact effectively with a wide range of constituents.
  • Work independently, be proactive, and exercise good judgment.
  • Flexibility to work with individuals with varying work styles.

    • Training & Experience

  • Minimum two (2) years' experience working in social services, especially with the homeless population.
  • BA / BS Degree is strongly preferred; however, an equivalent combination of applicable training and experience may be substituted for education requirement.
  • Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.

    • License Requirement

  • A valid California Class C driver's license is required at the time of hire. Employees must have a good driving record for a minimum of three (3) years.

    • Schedule :

    The Chief Executive Officer or designee may change the schedule of positions between hybrid and fully onsite, as necessary to accomplish LAHSA's business needs.

    Term : Full-time, Non-Exempt, Temporary ending March 2030. Continuation of employment is contingent upon funding availability.

    Full-time temporary or term employees receive health and dental benefits, but do not receive any additional compensation or benefits, such as pension.
