Clearance: Due to the nature of this government contract, U.S. Citizenship is required. Must be able to obtain a Public Trust.

NEOSTEK, Inc. is seeking a highly skilled Programmer Analyst to design, develop, customize, and enhance Electronic Records Management (ERM) and Records and Information Management (RIM) solutions, with a primary focus on Microsoft Purview and the Microsoft Power Platform. This role is responsible for building and optimizing technical solutions that strengthen the organization’s records management capabilities, improve metadata quality, automate workflows, and support compliance with federal records requirements. The ideal candidate will bring deep programming expertise, hands‑on experience with Microsoft Purview, and a strong understanding of RIM processes to deliver scalable, secure, and efficient solutions that meet evolving organizational needs.

Responsibilities:
  • Design, develop, configure, and maintain custom solutions that enhance Electronic Records Management (ERM) and Records and Information Management (RIM) capabilities, with a primary focus on Microsoft Purview and Microsoft Power Platform components (Power Automate, Power Apps, PowerShell, etc.).
  • Build and optimize automated workflows, metadata standardization tools, and integration components that improve the accuracy, consistency, and efficiency of RIM processes across the organization.
  • Develop custom scripts, connectors, and automation routines to support Purview Records Management features, including retention label automation, metadata enrichment, and disposition workflows.
  • Collaborate with stakeholders to translate RIM requirements into technical specifications, ensuring solutions align with organizational policies, compliance obligations, and federal records management standards.
  • Conduct thorough testing, validation, and quality assurance for all developed solutions to ensure reliability, security, and seamless integration with existing systems.
  • Troubleshoot, diagnose, and resolve technical issues related to custom ERM/RIM solutions, Microsoft Purview configurations, and Power Platform components.
  • Support continuous improvement initiatives by identifying opportunities to enhance automation, streamline metadata management, and strengthen compliance through innovative technical solutions.
  • Provide technical documentation, user guidance, and knowledge transfer to IT teams, RIM staff, and business units as needed.
  • Other duties as assigned.
Requirements:
  • Minimum of 7 years of programming or application development experience, with a strong focus on RIM, ERM, or information governance projects.
  • Demonstrated experience developing solutions using Microsoft Purview, Microsoft Power Platform (Power Automate, Power Apps), and PowerShell.
  • Strong technical background with hands‑on development experience, particularly in support of ERM/RIM solutions.
  • Proven ability to design and implement automated workflows, metadata management tools, and system integrations supporting RIM functions.
  • Understanding of federal records management regulations (e.g., NARA, OMB, FOIA).
  • Strong analytical and problem‑solving skills.
  • Excellent communication and stakeholder engagement skills.
  • Ability to work independently and collaboratively in a fast-paced, mission-driven environment.
  • Must be available to work on-site in Washington, DC at least 50% of the time.
  • Ability to obtain and maintain a Public Trust clearance.
  • U.S. Citizenship is required due to the nature of the government contract.
Preferred:
  • Experience working with federal agencies or public‑sector organizations.
  • Background in ERM/RIM solution development within large or regulated environments.
  • Familiarity with information governance frameworks, retention schedules, and metadata standards.
  • Experience integrating Microsoft Purview with SharePoint, Microsoft 365 services, or third‑party systems.
  • Strong understanding of automation best practices and low‑code/no‑code development patterns.
Mandatory Requirements:
  • Due to the nature of this government contract, US citizenship is required.
  • Ability to obtain a Public Trust.
  • Minimum of 7 years of programming or developer experience focused on ERM/RIM solutions, including hands‑on experience with Microsoft Purview.
