Role Overview :
This position is within the Administration Division's Information Technology GIS group. The position is at Central Office location and oversees the design, development, deployment and support of INDOT's GIS technology as well as a team of advanced GIS specialists. The position's focus is on ESRI and related geodatabase management tools. The systems maintained by this department facilitate the core mission of INDOT's asset management, maintenance / operations and capital program management divisions. GIS systems are heavily leveraged to create efficiencies within INDOT's business workflows and manage the fundamental asset data. The GIS Director at INDOT ensures that executives, employees, vendors, federal representatives, and other State of Indiana employees utilize INDOT ESRI and GIS platforms as well as possible. This individual will facilitate highly effective GIS portfolio engagement for all stakeholders. This position owns planning and support decisions for the agency's ESRI / GIS platforms and related technology such as Feature Manipulation Engine. The candidate is expected to be the foremost expert on INDOT's linear referencing system and attributes of assets classes that are stored in the geo-databases. This position also plays a key role in educating and enabling business based end-users on best practices for GIS tools,products and utilization. As an IT role this position is expected to support platorm updates and other support activity during non-standard business hours such as nights and weekends.
Essential Duties / Responsibilities :
- Is the technical product owner of complex enterprise IT / GIS
- Manages a team of specialists tasked with projects encompassing all divisions and districts in INDOT including goal setting, performance management, hiring, professional development and capacity planning.
- Confers with the user community to provide analysis to formulate and define systems requirements scope and objectives; establish priorities, and monitor progress of information systems in highly specialized areas;
- Conducts thorough investigation and research on the techniques and technical aspects of the latest in general, web, and GIS application development and reports such findings and makes recommendations, as necessary, with a view toward maintaining best practices;
- Prepares specifications from which application software will be written to resolve department technology requests;
- Prepares and conducts system test planning for complex systems and applications;
- Designs, codes, tests, debugs, and documents new application software programs and / or makes enhancements to existing application software programs;
- Responds to Help Desk incident reports, resolving user questions and / or requests according to the division procedures and goals;
- Provides support to the user community involved in geospatial analysis and the use of GIS tools and / or systems, traveling to district offices as necessary;
- Uses case tools and / or application development software tools;
- Monitors application software systems to ensure proper execution and performance;
- Provides ongoing support for applications that the department has deployed;
- Execute tasks conforming to agency techniques, standards, policies and procedures;
- Broad knowledge of information systems design principles and new systems design techniques;
- Thorough knowledge of policies, standards, procedures, and techniques used for application development;
- Substancial experience in using ESRI applications and software tools such as Feature Manipulation Engine;
- Advanced knowledge of GeoDatabase design logic and Linear Reference Systems;
- Advanced knowledge of geographic information system and principles;
- Advanced knowledge of policies, standards, procedures, and techniques used for application development as related to GIS;
- Considerable knowledge of ESRI Desktop software;
- Advanced knowledge of ESRI software tools and extensions;
- Experience in ArcGIS Server technology development and deployment;
- Experience in use and development of software for mobile GPS devices;
- Experience and knowledge in GPS technologies and software integration;
- Broad knowledge of the hardware, software, network and interoperability of computers;
- Ability to work independently under general direction;

This position is located in INDOT’s Central Office, Indianapolis.
Salary :
This position traditionally starts at an annual salary of $93,002.00. Salary for this position may be commensurate with education and job experience.
