As the Global HR Labor and Compliance Program Manager, part of your responsibilities will be leading the ongoing design, implementation, and continuous improvement of the Keysight Labor Management System (KLMS) to uphold human rights and labor commitments and standards. This role requires a deep understanding of human rights frameworks, labor laws, and corporate social responsibility principles, along with strong program management and advocacy skills. You will collaborate closely with cross-functional teams to ensure alignment with organizational objectives to drive impactful and sustainable change. You will be responsible for overseeing, coordinating, and completing various human rights and labor focused projects to ensure on going alignment to industry standards and promoting Keysight’s commitment to human rights and labor principles and practices. This role will also partner closely with our Export Compliance Team and Legal to ensure global export compliance. The role requires deep understanding and attention to detail to ensure policies, training, communication and programs are compliant and current. The ideal candidate will have strong leadership abilities, excellent communication skills, and a proven track record of successfully managing complex programs. Responsibilities Keysight Labor Management System (KLMS) : Provide global program management and leadership for Keysight’s Labor Management System (KLMS), including : Human Rights and Labor policy and commitment management. Oversight and administration of the risk assessment tool and process. Active engagement and ownership for audits for RBA, customer requirements, internal, etc. Risk mitigation, corrective action, and process development. Monitor and evaluate the effectiveness of human rights and labor programs and initiatives, and adjust strategies as needed to achieve objectives. CSR and DEI Human Rights and Labor disclosure reporting and validation. GRI, UNGC, Just Capital, Great Place to Work, Bloomberg Gender-Equality Index, Fair, among many others. Active participation in the CSR and DEI Annual Reports, contributor, and reviewer for completed products. Continued evolution of the KLMS program and roadmap to ensure continued and future looking compliance. Metrics and KPI management. Develop and manage training programs and materials to raise awareness on human rights and labor issues among employees, stakeholders, and partners. Provide program management for U.S. Equal Employment Opportunity Commission (EEOC) reporting on workforce and employment data. Risk management and process development. Liaison with external and internal legal counsel and Country HR. Export Compliance : In this role, you will also partner closely with the Keysight Export Compliance, Keysight Global Logistics, and Keysight Legal Compliance teams to ensure Keysight’s compliance to global export laws and regulations. Responsibilities include, understanding the fundamentals of export laws and regulations under ITAR and EAR; managing U.S. Persons verifications (when applicable); serving as escalation point for export compliance HR escalations; knowledge of and global program implementation of RPL, Global Sanctions, and employment laws related to offer letters, job postings, and acquisitions; globally managing the annual export compliance customized objectives; participating on the U.S. ITAR Council; and conducting any EAR HR related activities, projects, or initiatives. Support compliant and legal Keysight policy maintenance and development. As needed, prepare reports, presentations, and communications materials to communicate program activities, progress, and impact. Active and purposeful collaboration with global functions including Export Compliance, Legal, EHS, DEI, CSR, Global Supply Chain & Logistics teams, various HR functions, and all levels of leadership including the Executive team. Qualifications : Bachelor’s degree in human rights, labor relations, human resources, or related field. Minimum of 5 years of experience in human & labor rights, corporate social responsibility, export compliance, or related field with demonstrated experience in and passion for program management and advocacy. Mastery of program management skills, tools, and concepts. Experience leading and working on global teams, legal and compliance projects, and keen attention to detail. Effective, professional, and collaborative communication, both written and verbal. Strong analytical and problem-solving skills, with the ability to assess risks and develop effective compliance strategies. Ability to work independently, prioritize tasks, and manage competing priorities in a fast-paced environment. Open and collaborative mindset and approach, embracing a One Keysight perspective. Certification in relevant areas such as CSR, sustainability, or supply chain management a plus. US Citizenship required.
